FALL RIVER HYDRO PLANT FACILITIES:
Light and Power Director Dekker presented a letter dated March
18,1985 submitted by Leonard A.Boulas/Division of Disaster
Emergency Services regarding the Fall River Hydro Plant Facil
ities.In his letter,Mr.Boulas stated only two options are
available at this time:1.rebuild the reservoir and plant,or
2.take flexible funding.A letter dated March 12,1985 submit
ted by Alton D.Cook/Federal Emergency Management Agency (FEMA)
was also presented.Finance Officer Vavra presented a recap
sheet listing FEMA Grant Funding Options.Should the Town decide
to rebuild the facilities,FEMA would pay 75%of the costs
involved.North American Hydro,Inc.,in a letter dated February
25,1985,stated there is a possibility they would consider
leasing,operating and maintaining the generating plant.FEMA
has asked for a decision by April 12,1985.Administrator Hill
advised the Committee,the Town has already requested an exten
sion of the April 12th deadline.A question and answer period
followed with the Committee recommending the Town take all steps
necessary to accept flexible funding;however,all options
regarding rebuilding of the Cascade Dam and all related equipment
will remain open at this time.
JAN SLAGER -CUSTOMER INQUIRY REGARDING DEPOSIT ON ACCOUNT:
Mr.Jan Slager,owner of Loveland Heights,Beverly Hills Restau
rant and the newly acquired Big Bend Motel addressed the Commit
tee regarding the Town’s request for a deposit on the Big Bend
Motel.Mr.Slager currently has on file a “letter of credit”in
the amount of $3,800 for the lodging and restaurant facilities.
Current Town policy requires a deposit for every account regard
less of how many properties one person may own in an effort to
avoid discrimination between customers.Discussion followed with
the Committee recommending Mr.Slager’s request to eliminate an
additional deposit be deferred until such time as staff will be
able to obtain further information regarding multiple deposits.
TWO 1-TON CAB &CHASSIS VEHICLES -REVIEW OF BIDS:
The March 14,1985 Light and Power Committee Meeting minutes were
amended by the Town Board March 26,1985 whereby the bid for the
two 1-ton vehicles was not awarded to Dellenbach Chevrolet
pending a bid proposal from Ford.The Committee reviewed the
bids on the two 1—ton cab and chassis vehicles;they are as
follows:

Dellenbach Chevrolet cannot give a delivery date;cannot obtain
EPA approval;and they will not pick-up or deliver for warranty
service work.Rains Ford is $711.20 more than the Dellenbach
Chevrolet bid;however,delivery would be approximately 90 -120
days and.they offer local service for warranty work.
Director Dekker advised the Committee the Glen Haven Volunteer
Fire Department has expressed a desire to purchase the trade—in
vehicle which is a 1980 1—Ton 4—wheel drive truck if the Town
would sell the truck for less than $4,000.Stating they could
not justify selling the trade-in truck for less than $4,000,the
Committee recommends accepting the Rains Ford bid in the amount
of $20,016.58 which includes a trade—in of $4,000.
As an informational item,Director Dekker stated a savings of
$1,034.19 on the 1-Ton Cab and Chassis Compressor Truck which was
authorized in December,1984,will be realized due to deleting
the 4-wheel drive specification making the total purchase price
$11,242.05.
REPOPTS:
A proposal submitted by Management Motivational Consultants,Inc.
has been received;the firm proposes to present an 8—hour seminar
on personal finance for $750 for the first ten participants,and
another $50 for additional participants.The seminar will be
geared to the employee’s income.Further information will be
forthcoming.
Four men will be attending the Mesa Hot Line School this year.
Finance Officer Vavra submitted the recap of utility shut-offs
for January which indicated 39 calls were placed,9 notes were
left on the customer’s doors,and one customer was shut—off;
February indicated 26 calls,10 notes on doors,and 4 shut-offs;
March indicated 30 calls,11 notes on doors and 3 shut-offs.
There being no further business,the meeting adjourned.
