The development would result in a total of 43 units on the site and would connect the two existing buildings into one structure. Planner Stamey summarized the staff report acknowledging receipt of the following correspondence which addressed "key issues" concerning the development plan: Town Engineer Widmer..... 11/12/85 Town Water Superintendent 11/12/85 Department of Highways 09/09/85 Garth N. Rogers/Allen, Rogers, Metcalf and Vahrenwaid..... 11/08/05 Discussion followed concerning the proposed construction schedule, advisability of building in a drainage swale and the increase in size of the water service line, Member Wood moved the Estes Park, Planning Commission approve Development Plan 105-5, Estes Village Motor Inn, subject to the follow- ing conditions: 1. Correct the Title, Notes and "building footprint" to reflect the addition of a total of 13 units. 2. Install a fire hydrant on the existing 8" water main located on the north side of Highway 34. 3. Designate the east driveway as a "Eire Lane.' 4. Add a note to the plan regarding compliance with landscaping requirements including an installation time schedule. Installation should be at the earliest appropriate, season upon building com- pletion. Arterial and sideline planting areas should be identified on the plan. 5. Indicate the location of the litter dumpster, screening with a 6high solid, wood fence. 6. Indicate major vegetation that will be removed, 7. Indicate maximum building height on Sheet 1, 8. Indicate development "start" and "completion" dates on Sheet. 1, 9. Indicate proposed grading of driveway located on the east. 10. Indicate that the "family meeting room" and "game room" are to be operated solely for occupants of the motel. (Applicants were advised that addi- tional land area and parking would be required' should the use, of these areas change to include activities such as retail sales and meetings, drawing people from off -site, or conversion to motel/living units). 11. Indicate drainage details, including detention and size, elevation of walls, structures, grading, outlet details and emergency overflow. 12. Indicate "cross-section" of bicycle path, indicat- ing saw -cut edges and reshouldering. Bicycle path should remain a minimum of 8' wide. 13. Should the addition exceed 195 fixture values, the size of the existing water service line will have to be increased. 14. The lienholder must sign the plan. prior to issu- ance of a building permit. Construction Drawings INTRODUCTION/DRAINAGE CRITERIA The following drainagestudy has beenprepared for the BEST WESTERN MOTOR INN located. in. Lot 2, Lake View Tract Subdivision, Section. 19, Township 4 North, Range 72 West of the. Sixth. Principal Meridian, Town of Estes Park, County of State oi Colorado. The techniques of. analysisand design employed hexein, are in accordance with the. Larimer County Water Management Manual. Thesite.. is comprised of 1-4 acres of land currentlydeveloped with. motelfacilities and is bounded on the North. by U. S. Highway No. 34, on the East by Lot 1, South. by Lot 7, and West by. Lot 3. Only. Lots 1. and. 3 remain. undeveloped. Thesite. drains easterly with 6 percent. gradeto a. grassed waterway located along the. south property line. According to field observations and topography obtained. from the Estes Park. U.S.G.S. Quadrange Map, the channel accepts storm. water from a 65 acre. watershed situated North of the site. Thestormwater crosses U.S. Highway No. 34. via a 4 foot by. 4 foot concrete box culvert. There is little. other app eciable runoff entering the site. This study addresses the. addition of motelunits and parking improvements to the existing facilities. In. accordance with. Larimer County. standards, detention. facilities will be providedto restrict flows from. the. entire.. sitetohistoric rates. Grading of the site will. be undertaken in a manner to maintainthe hydraulic. integrity and. continued. conveyen e of off -site storm waterrunon across the. land. Method which synthesizes flowrates from rainfall intensities and provides reasonably acr urate. results for basins smaller than 150 acres. The specific details of the system are provided on. the planand. developed in the computation appendices accom- panying this report. A qualitative discussion. of the drainage concept follows. The additional construction of site improvements will maintain the drainage characteristics established historically and. in earlier building phases. Thesite will. drain as a single basintodetention facilities located in the proposedparking lot which is offset approximately 45 feet from the South property line. These detention facilities account for excess stormwateT generatedacross the entire site, including those. portions pre- viously developed. A storage volume of 2959 cubic. feet is anticipated. for the. 100-year storm event. Themaximum pond depth is. 1.8 feet, although it is located at the outlet which is located at a remote. point in the drive not proposedforuseasaparking space. Historic descharge from thesite is pre- served bymeans of a restrictive baffleplate: which exhibits the flow charac- teristics of an, orifice. Discharge from the baffle plate assembly outfalls to thegrassedwaterway traversing across the southern, extremes of the site. The alignment of the grassed waterway has been altered within the site but accepts and discharges at historic points along the, site's. boundary. Regrading of the channel. is necessaryto allow construction of parking. facili- ties for building expansion and storm water detention. The hydraulicinte- grity of the waterway has been maintainedbythe proposed construction of an. earthen. trapazoidal channel with a 10 foot wide bottom. and 2:1 side slopes. The channelwill be revegetated to minimize. erosion. Vickie: I have reviewed the site. plan and drainage study submitted. for the. above referenced development plan. and. have the following comments: 1. The site plan should show all details pertinent, to the drainage study, including detention pond size, elevations of all walls, structures, and. grading, outlet details, including. sizes and emergency overflow. 3. The. site plan. indicates that asphalt area will be removed adjacent to the exi sting. bike. path. A. cross section should be shown. for this areaindicating saw -cut edges on the asphalt, an 8 foot minimum widthon the bike trail remaining, and reshouldering of the trail. 3. The hydraulic integrity of the existing drainage swale crossing the.. southeast corner of thepropertyhas been maintained. In fact, the overall drainage situation. for those properties downstream should. be improvedby this project, as the detention area is designedto detain all the developed runoff above historic conditions (beforeanything was built on the site). However, I do have some reservations about building structures as close to theswale as shown. onthe plan. MAJOR CONCERNS AND ISSUES The proposed development planis to be reviewed by the Planning Commission in accordance with Chapter 17.36 C-O District, Chapter 17.54 General Requirements, and Section 17.72.090 Development Plan Review. 2. East/West. 13' height, clearance, 24' wide. 3. The, Fire Department has reviewed this proposal and has indicated adequate clearance for their vehicles has been provided. This study addresses. theaddition of motel units andparking improvements to the existing facilities. In accordance with Larimer County standards, detention facilities will he provided to rest rict flows from the entire site to historic rates.
