Minutes of a regular meeting of the UTILITIES COMMITTEE of the Town of Estes Park,Larimer County,Colorado.Meeting held in the Town Hall in said Town of Estes Park on the 8th day of October,2009. Committee:Chairman Homeier,Trustees Blackhurst and Ericson Attending:Chairman Homeier,Trustee Ericson Also Attending:Town Administrator Halburnt,Deputy Town Administrator Richardson,Utilities Dir.Goehring,Asst.Utilities Dir. Bergsten,Recording Secretary Petrie Absent:Trustee Blackhurst,Town Administrator Halburnt Chairman Homeier called the meeting to order at 8:00 a.m. PUBLIC COMMENT. None. LIGHT &POWER DEPARTMENT Prospect Avenue Electrical:Request to Accept Bid The Public Works Department is designing the Prospect Avenue bypass for road reconstruction from Stanley Avenue past the hospital up to Ouray Drive.Light and Power has requested all related overhead utility wires be buried prior to the start of the road project,which is estimated to begin in 2010.Five local contractors were contacted to provide bids for trenching and the installation of conduit for this project. Bid Budget A-i Excavating $110,289.36 $250,000 Duell Excavating NO BID SUBMITTED Fairbanks Excavating NO BID SUBMITTED Kearney &Sons $114,890.00 Kitchen Excavating NO BID SUBMITTED Staff recommends accepting the bid from A-i Excavating.The Committee recommends contracting with A-I Excavating for the Prospect Avenue underground electric project for $110,289.36 from #502-7001 -580-35-58. Budgeted Purchase of Underground Wire Puller Trailer The 2009 Light and Power Department budget includes $85,000 for the purchase of an underground wire puller.The puller would be used to install power cable through underground conduit.Three companies were contacted to provide bids.Mountain States Utility submitted the only bid at $97,500.Director Goehring stated that $12,500 can be transferred from the Light and Power transformer account into the capital equipment account to cover the deficit. The Committee recommends contracting with Mountain States Utility Sales,Inc. for the purchase of the 2009 Sherman Reilly Mod #DDHA-75-DC-T/Air Hose Assembly for $97,500 from #502-6501-560-2643. 0 0 RECORD OF PROCEEDINGS Utilities Committee —October 8,2009 -Page 2 LIGHT AND POWER REPORTS. Marys Lake Water Treatment Plant Update —The project is still ongoing and nearing completion,with an estimated water production date of December 3rd 2009.Operator training on the new system has been scheduled for October 1gth through October 3Oth, 2009.During membrane testing broken fibers were found in the first stage and second stage membranes.GE/Zenon is reviewing the breakage amount and potential causes, and will be discussing module replacement with HDR.The membranes have a 5 year replacement warranty and performance testing of the membranes will determine if they will need to be replaced immediately or if they can be replaced sometime in the future.
