Minutes of a regular meeting of the UTILITIES COMMITTEE of the Town of Estes Park,Larimer County,Colorado.Meeting held in the Town Hall in said Town of Estes Park on the 1 0th day of September,2009. Bergsten,Recording Secretary Petrie Absent:Chairman Homeier,Trustee Ericson Trustee Blackhurst called the meeting to order at 8:00 a.m. PUBLIC COMMENT. None. LIGHT &POWER DEPARTMENT Budgeted Equipment Purchase —Wood Chipper (Light &Power Fund) The 2009 Light &Power budget includes $40,000 for the purchase of a wood chipper. The chipper would be used on-site to chip tree branches cut during tree trimming in the right-of-ways and to chip trees that are removed due to beetle kill.This would eliminate the need haul material away,saving on disposal costs.Three companies were asked to provide bids. Bid Budget Altec Industries $30,259 $40,000 Vermeer Sales &Service $33,030 Terex Utilities NO BID SUBMITTED The chippers were brought up and demoed,and the Altec model was preferred.Staff recommends purchasing the Altec DC13I7HP wood chipper from Altec Industries.The Committee recommends contracting with Altec Industries for the purchase of an Altec DCI3I7HP wood chipper for $30,259 from #502-7001-580-31-98. Budgeted Vehicle Replacement —93327 Bucket Truck (Vehicle Replacement Fund) The 2009 Vehicle Replacement Fund budget includes $235,000 for the replacement of the Light &Power bucket truck 93327,A 1998 Ford F700 4x4.Light &Power decided that the replacement truck needed to be a smaller unit than the existing truck to better serve the community and be more versatile for the linemen.Three companies were asked to provide bids on a new replacement truck. Budgeted Vehicle Replacement —93334 Meter Jeep (Vehicle Replacement Fund) The 2009 Vehicle Replacement Fund budget includes $25,000 for the replacement of the Meter Department Jeep 93334,a 2003 Jeep Liberty 4x4.Three Jeep dealerships were asked to provide bids on a replacement vehicle. Bid Budget Pro Chrysler Plymouth Jeep -20l0JeepLiberty4x4 $22,878 $25,000 Trade-In 2003 Jeep Liberty 4x4 ($4,300) $18,578 Pollard Motors NO BID SUBMITTED Fort Collins Dodge Chrysler Jeep NO BID SUBMITTED Staff recommends purchasing the 2010 Jeep Liberty 4x4 from Pro Chrysler Plymouth Jeep.The Committee recommends contracting with Pro Chrysler Plymouth Jeep for the purchase of a 2010 Jeep Liberty 4x4 for $18,578 from #635-7000-435-34-42. LIGHT AND POWER REPORTS. Marys Lake Water Treatment Plant Update —The remaining temporary water treatment unit was removed from site on August 20,2009.The glycerin flush of first stage membranes has been completed.Upper Thompson Sanitation District assisted with treating the water during the membrane flush.A portion of the west side sedimentation walls were found to have darkened in color,possibly due to a failure of one of the layers of epoxy coating.Representatives from National Coatings were on site to take samples to determine the cause of the darkening,and if it is found to be due to coating failure they will remove and reinstall the epoxy.Utilities Director Goehring stated that the treatment plant project is at 95-97%completion,and will most likely run into November.Water production is still scheduled to begin by October 20,2009. IT REPORTS. GIS Presentation —Brittany Harris,a Geography major from the University of Northern Colorado who interned with the Geographic Information Systems (GIS)division of the Town’s Information Technology Department from May 26,2009 to August 5,2009,gave a presentation about her activities with the IT/GIS team.Ms.Harris worked as an integral part of the IT/GIS team,logging and cataloging Town owned property and making the data available to all other Town departments via interactive maps.
