Home My WebLink AboutEPURA RESOLUTION 333©0RESOLUTIONNO.333ARESOLUTIONOFTIlEESIESPARKURBANRENEWALAUTHORITYAPPROVINGTHETHIRDAMENDMENTTOTHEINTERGOVERNMENTALAGREEMENTBETWEENTHEESTESPARKURBANRENEWALAUTHORITYANDTHETOWNOfESTESPARKWHEREAS,variousalternativeshavebeenexploredrelativetoaccomplishingthegoalsoftheTownofEstesParkandtheEstesParkUrbanRenewalAuthority(EPURA)overthenextapproximatelyfiveyears;andWHEREAS,ithasbeendeterminedthatthemostdesirableapproachistobondforEPURAimprovementsoverthenextapproximatelyfiveyears,ratherthanextendthefinanciallifeofEPURAatthistime,anexercisethatlegalcounselhasadvisedwouldresultinalossofcurrentrevenue,andWHEREAS,acombinationofresourcesincludingtheTownCommunityReinvestmentFundandEPURAbondingappeartobecapableoffmancingallmajorgoalsidentifiedasofthistime;andWHEREAS,bondcounselhasadvisedthatEPURAcanbondfor$3,000,000,anamountthatwouldbeusedprimarilytocompletethebulkoftheimplementationoftheWestCorridorPlan;themajorcomponentsofwhicharetheconstructionoftheRiverwallcandrelatedamenitieswestwardacrossMoraineAvenuetoWestElkhomAvenueinthegeneralareapresentlyoccupiedbyWiestDrive,expansionofparkingcapacityintheWiestParkingLotandtherelatedredevelopmentoftheBob’sAmocosite;andWHEREAS,thenewIntergovernmentalAgreementallowsEPURAtoretain$750,000.00annuallythatwillpayoperationalcostsandprovidethefinancialresourcestobondandaccomplishtheseprojectsinatimelymanner.NOW,THEREFORE,BEITRESOLVEDBYTHEESTESPARKURBANRENEWALAUTHORITYTHAT:TheEPURABoardofCommissionersherebyadoptsthenewIntergovernmentalAgreement,acopyofwhichisattachedandmadeapartofthisresolutionbyreference.ADOPTED,this20thdayofAugust,2003.ESTESPARKURBANRENEWALAUTHORITY%ZcChairmanAYrESTecretary’
