HomeMy WebLinkAboutEPURA RESOLUTION 2970RESOLUTIONNO.297ARESOLUTIONOFTHEESTESPARKURBANRENEWALAUTHORITYREQUESTINGTHETOWNOFESTESPARKTOASSUMELEASE/PURCHASEOBLIGATIONFORTHEKNOLLPROPERTYWHEREAS,theEstesParkUrbanRenewalAuthority(EPURA)isintheprocessofpurchasingtheKnollProperty,a9.29acreparcel,underalease/purchasearrangement,anendeavorwhichconsumesnearlyone-quarterofthefinancialresourceswhichEPURAwouldotherwisehavetospendannuallyonprojectsunderthecurrentintergovernmentalagreementwiththeTown:andWHEREAS,asofthisdate,EPURAhasinvested$757,690.36towardthepurchaseoftheKnollPropertyandisobligatedtoinvestanadditional$341,678.78intheformofthreemoreannualpaymentsdueonJuly30thofeachyear,asrequiredbyAppendixAoftheLease/OptionPurchaseAgreementbetweenEPURAandBeefitCorporation,theowner;andWHEREAS,theprimarychargeofEPURAistobuildandimprovetheTowninfrastructuretowardtheendofcommunityimprovementandeconomicenhancementofthebusinesscommunity,achargethatdeservesgreaterfinancialresourcesthanarecurrentlyavailable,especiallyinviewofanearlystarttosignificantimplementationoftheWalkwayWestwardplan.NOW,THEREFORE,BEITRESOLVEDBYTHEESTESPARKURBANRENEWALAUTHORITYTHAT:TheEPURABoardofCommissionersrequeststhattheMayorandTownBoardofTrusteestakethenecessaryactionstoassumetheKnollpaymentobligationsandrightstoownershipbeginningonJuly30,2001,sothatEPURAcanallocatemaximumresourcestofulfillingitsmajorchargeofcommunityimprovementandeconomicenhancement.EPURAwilltransferthelease/purchaseagreementandallobligationstotheTownofEstesPark.TheEPURABoardalsoasksthatconsiderationbegiventoallocatingTownfundstotheimplementationofWalkwayWestward,consistentwiththecurrentEPURAinvestmentinthepurchaseoftheKnollproperty.ADOPTEDthis20thdayofJune,2001.ESTESPARKURBANRENEWALAUTHORITYChairmanATTEST:Secretary
