HomeMy WebLinkAboutEPURA RESOLUTION 18500RESOLUTIONNO.185ARESOLUTIONOFTHEESTESPARKURBANRENEWALAUTHORITYAPPROVINGANAGREEMENTBETWEENDESIGNSTUDIOSWEST,INC.,ANDTHEAUTHORITYTOPROVIDEDESIGNSERVICESFORTHESTANLEYHISTORICDISTRICTWHEREAS,theEstesParkUrbanRenewalAuthority(Authority)hasenteredintoanagreementwiththeownersofpropertywithintheStanleyHistoricDistricttojointlydevelopamasterdevelopmentplan;andWHEREAS,theAuthorityhasagreedtopayforsuchplanningservicesandhasreceivedfromthepartiesinvolved,guaranteesofprovidingright-of-wayforastreettoserviceaportionoftheproperty;andWHEREAS,theAuthorityhassolicitedandreceivedaquotationofanot-to-exceed$60,000fromDesignStudiosWest(DSW);andWHEREAS,theStanleyHistoricDistrictiswithintheAuthorityarea.NOW,THEREFORE,BEITRESOLVEDBYTHEBOARDOFCOI1NISSIONERSOFTHEESTESPARKURBANRENEWALAUTHORITYTHAT:TheAuthorityenterintoanagreementwithDSW,Inc..,toprovideplanningandlanduseservicesasoutlinedintheproposaldatedNovember5,1992,attachedheretoandmadeapartofthisresolution,inthenot—to—exceedamountof$60,000.ADOPTEDthis21stdayofJanuary1993.ESTESPARKURBANRENEWALAUTHORITYAttest:
oDSWCNovember5,1992Mr.ArthurAnderson,ExecutiveDirectorEstesParkUrbanRenewalAuthority170MacGregorAvenueEstesPark,Colorado80517RE:ProfessionalLandPlanningandEngineeringServicesfortheStanleyHistoricDistrictDearArt:DSWwaspleasedtofacilitatethemeetingamongtheTownofEstesPark,EPURA,FHKPartnershipandStanleyHotels,Ltd.onOctober22andOctober23,1992.Itisoursensethattheworkshopwassuccessffilandachieveditsobjectivebyreachingareasofmutualconsentandpreliminaryagreement.AsaresultofthismeetingwehavebeenrequestedtoprepareabriefoutlineofprofessionalserviceswhichwillberequiredasanintegralpartofaMasterDevelopmentAgreementforallconcernedpartieslistedabove.BelowistheoutlineofworkwhichyoucansharewithyourEPURABoardmembersandwhichfairlyrepresentswhatwasdiscussedattheOctoberworkshop.ScopeofWorkA.MasterLandUse/OpenSpaceDevelopmentPlanDSWshallberesponsibleforthepreparationofamasterdevelopmentplanwhichclearlyillustratesthefollowingelements:•Miproposedlanduseareas.•Developmentparcelsbyproposedbuildingfoot-prints•Proposeddevelopmentyield-studiesindicatingdwellingunits,commercialbuildingareas,multi-familycomplexes,preliminarymassingforhotelandothermulti-useareasasmaybeagreedto.•Designationofopenspace,bufferareas,parkandotheropeneasementorconservationareaswhicharedeterminedasappropriatepassiveoractiveopenspace.TheMasterDevelopmentPlanshallbetheguidingplanfromwhichdevelopmentshalloccur.WhilethespecificarchitecturalcomponentwillhavetobedesignedaccordingtothedevelopmentparcelatthetimeofdevelopmenttheMasterPlanshallserveastheoverallguideline.fee$12,150DEIJ’H\\ESIPlanningEnginecringLandscapeArelutccture1-UsMarketStreet,Suite100lenver.ColuraduS0202303-316Fifl33,755Sirasnta1enver
C)CMr.ArtAndersonNovember5,1992PageTwoB.MasterCirculationPlanDSWshallprepareamastercirculationandentrywayplanclearlyshowingallhorizontalalignmentsforthemajorlooproad,entrywayandsecondaryroadways,asdetermined.TheintentoftheMasterCirculationPlanshallbetodetermineaccessthroughthe75acresite,internalcirculationleadingtotheindividualdevelopmentparcelsandaccessforserviceandemergencyvehicles.Inaddition,DSWshalldeterminepedestriancirculationthroughoutthesitewhichlinksmajorusesandactivities.Fee$4,390C.MasterInfrastructurePlanDSWshallprepareanoverallinfrastructureplanwhichclearlyspecifieswater,sewer,gas,power,cableandotherpublic/privateutilityrequirementsfortheproposeddevelopmentandopenspaceparcels.Thealignmentandappropriatedepthofburyoroverheadplacementshallbeindicatedaswellastheapproximatecondition,capacityandconstructioncostofinstallingsuchinfrastructure.Fee$6,225D.EnvironmentalOverlayDSWshallcarefullyexaminethephysicalandnaturalfeaturesofthe75acresiteincluding,butnotlimitedto;slope,drainage,solarorientation,visualanalysis,wildlifeandvegetationandothercriticalnaturalcomponentswhichcanbeevaluatedfromexistingandavailableinformation.Theenvironmentaloverlayisintendedtoprovideallpartieswitharealisticassessmentofopportunitiesandconstraintstofuturedevelopment.Theentire75acresiteshallbeassessedforitsdevelopmentsuitabilityresultinginabetterunderstandingbyallpartiesofsiteplanninganddevelopmentstandardswhichmaybeuniquetothesite.Fee$7,600
0Mr.ArtAndersonNovember5,1992PageThreeE.DesignStandardsDSWshallprepareoverallsiteplanninganddesignstandardswhichincorporatealltheelementsdescribedabove.Theintentofthedesignstandardsshallbetoeffectivelypreserveandenhancethenaturalandhistoricbeautyofthesitewhileaccommodatingappropriateandmarketsupporteddevelopment.Carewillbetakentoincorporateappropriatedesignstandardswhichallpartiesbelievearefairandinsurelong-termqualitygrowthanddevelopmentwithinthe75acresite.TheTownofEstesParkshallassistinthewrittenportionoftheseguidelines.Fee$19,725F.DispositionandPhasingPlanDSWshallassistinthepreparationofanoverallphasingplanwhichclearlyindicatespublicandprivatesectorimprovementsovertime.Thephasingplanshallspecifythetypeofimprovementswhicharelogicallyrequiredtoallowforameasuredandsensibledevelopmentprogram.Fee$2,210G.Meetings,WorkshopsandPresentationsDSWanticipatesapproximately4months(120days)tocompletetheworkelementsdescribedabove.Ataminimum,DSWwouldsuggesttwo(2)meetingswiththeappropriatepartiesorrepresentativestocoordinatework,reviewplansanddrawingsandpresentourfindingstotheappropriateprivateandpublicsectorgroups.Inthisregard,DSWhasallocatedalump-sumforthesemeetingsandworkshops.Fee$7,700
