RESOLUTION NO.157
A RESOLUTION OF THE ESTES PARK URBAN RENEWAL AUTHORITY
SUPPORTING THE ROCKY MOUNTAIN FACTORY STORE PROJECT
WHEREAS,the Estes Park Urban Renewal Authority (Authority)
has found the Rocky Mountain Factory Stores (Project)in compliance
with the Estes Park Downtown Redevelopment Program (Plan);and
WHEREAS,the Authority desires to reserve additional land for
scenic open space;and
WHEREAS,the Authority recognizes that uniform traffic access
design is an important part of growth planning;and
WHEREAS,the Authority recognizes that pedestrian linkages are
important to integrate the Project to the existing downtown core
area;and
WHEREAS,the Authority may,under C.R.S.31—25-105,acquire
land and cause construction of public improvements on public land.
NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF THE ESTES PARK URBAN RENEWAL AUTHORITY THAT:
1.The Authority will purchase,contingent upon Project
approval by applicable governmental bodies,and purchase of the
remainder of the Knoll property by the developer,approximately
four (4)acres of the Knoll property from United Bank of Denver as
open space.Such open space,which may be utilized for pedestrian
activities,including but not limited to,walkways,picnic areas,
mountain viewing areas,and pedestrian information signage.
2.The Authority will construct traffic lane improvements to
the Highway 34 bypass at the Stanley Hotel/Project access
intersection.Such improvements,if approved by the Colorado
Department of Highways,will be constructed on Highway right of
way:
-A 485 foot westbound left turn deceleration lane.
-A 275 foot westbound right turn deceleration lane.
-A 275 foot eastbound right turn deceleration lane.
-A 350 foot eastbound left turn deceleration lane.
—A 270 foot eastbound right turn acceleration lane.
-Each accel/decel lane will require a 150 foot taper.
Improvements will be completed to coincide with the opening of
the Project or relocation of the Stanley Hotel access.The access
lanes to the Project will not be built if the Project is not
approved.
3.The Authority will construct pedestrian access walkways
linking the downtown with the Stanley Hotel and the Project.These
links create important,attractive pedestrian circulation paths
which will encourage the flow of people from the Project to
downtown.These improvements will be constructed on highway right
of way and land purchased by the Authority.The exact location of
the walkways will be determined after the Project opens and
improvements will be constructed within eighteen (18)months of the
Project opening.
