HomeMy WebLinkAboutMINUTES Estes Park Urban Renewal Authority 1982-12-28BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS i/' Urban Renewal Authority Committee December 28, 1982 Committee: Attending: Also Attending: Mayor Tregent, Trustees Dannels and Wood, Planning Commission Chairman Sager, Citizens Rosener and Patrick All Trustees Hix and Houston, Town Administrator Hill, Public Works Director Widmer PRESENTATION - THK ASSOCIATES, INC.: Mr. Bob Giltner and Mr. Mark Trumbo of THK Associates, Inc. appeared before the Committee to present their proposal for an Urban Renewal Plan for Estes Park. Mr. Giltner gave a brief history of the company, discussed the projects that they are currently involved with, and then explained how an Urban Renewal Development Plan would work for the Town of Estes Park. Mr. Giltner explained that Mr. Floyd Tanaka, President of THK Associates, Inc., would be the Project Director in Estes Park if they were chosen to do the project. THK Associates, Inc. would also be working with the associated firms of Leigh, Scott and Cleary, parking and traffic engineers; and KKBNA, an engineering firm. Mr. Giltner stressed the importance of community involvement and stated they would set up workshops and seminars for community education. The THK proposal indicated a cost of $60,000. A lengthy question and answer period followed. PRESENTATION - CARL A. WORTHINGTON PARTNERSHIP: Mr. Frank Gray, Mr. Jim Urbanas, and Mr. Dick Bauman, of Carl A. Worthington Partnership, appeared before the Committee to review their Downtown Development proposal for Estes Park. Mr. Gray stated that he would be the Project Director/Planner and Mr. James Urbanas would be the Project Coordinator/Planner. Carl A. Worthington Partnership would be working with the associated firms of Browne, Bortz and Coddington, economics experts; Transplan Associates, parking and traffic engineers; and MeHaffy, Rider, Windholz and Wilson, attorneys and realtors, and EDAW, landscaping architects. Mr. Gray stated that the plan as presented would take approximately 15 weeks to complete and would be done in four phases: Phase 1, analysis and program; Phase 2, alternative development scenarios. Phase 3, action plan, and Phase 4, review and adoption. Mr. Gray stressed community interaction and stated that there would be community educational workshops as well as an office where citizens could come and ask questions and also present their ideas. The Worthington proposal indicated a cost of $125,180. A lengthy question and answer period followed. COMMITTEE RECOMMENDATION; Mayor Tregent asked for recommendations from the Committee. A discussion followed. Mr. Steve Patrick moved_that the Committee recommend to the Board of Trustees the retention of the firm o Carl A. Worthington Partnership.
