Minutes of a Regular meeting of the ESTES PARK URBAN RENEWAL
AUTHORITY of the Town of Estes Park, Larimer County, Colorado.
Meeting held the Municipal Building in said Town of Estes Park on the
19th day of April, 2006.

Chairman Swank called the meeting to order at 8:00 a.m.
MINUTES.
The minutes of the regular meeting held March 15, 2006 were approved.

STAFF REPORT/PRQJFCTS
Executive Director’s Report.
1. Dir Smith reported that Senate Bill 06-169 has passed committee and will go
before the Senate soon. SB 06-169 would eliminate the current definitions of
blight and will limit urban renewal authorities to finding “slums.” Dir Smith will
distribute contact information for the senators. Chairman Swank requested that
the commissioners voice their opinion to the senators regarding SB 06-169.
Dir. Smith reported that EPURA has received 4 statements of interest to fill the
commissioner vacancy. Interviews will be conducted this week.

STATUS REPORT. CURRENT PROJECTS -

m^ddlePof June 2006he VlS't0rS Center- The Parking lot is hoped to be completed by the
Dir. Smith stated that EPURA and DSW has begun meeting with the building and
business owners on Wiest Drive relative to the proposed Riverwalk connection
Gomm'ss'oner Ericson requested an update on Cleave Street. Dir. Smith reported that
the traffic study has started and the results should be available by the next EPURA
meeting. Commissioner Ericson proposed speaking with the property owners on
Ueave Street to review the improvement possibilities for Cleave Street.
Commissioner Ericson requested an update on the parking study.’ Commissioner

Repola reported that staff is working on expanding and updated signs and re-striping
the Wiest Street parking lot. The shuttle will start July 1 and end September 4. 2006.
RESOLUTION #373 - ENTERING INTO AN AGREEMENT WITH R.C. HEATH
CONSTRUCTION COMPANY TO BUILD SOUTH PARKING LOT AT THE VISITORS
CENTER ‘ ~ “
Director Smith read Resolution #373 authorizing the Chairman to enter into an
agreement with R.C. Heath Construction Company to build the south parking lot at the
new Visitors Center. Recommendations will be made to R.C. Heath Construction to
limit the disturbance in the roadway. Following discussion, it was moved and
seconded (Ericson/Little) Resolution #373 be approved as presented, and it passed
unanimously with Steige being absent.
Whereupon, Chairman Swank adjourned the regular meeting at 8:45 a.m.
The next regular meeting will be May 17, 2006.
