Minutes of the January 21, 1988 meeting were approved as prepared.
CITIZEN PARTICIPATION - Mr. Larry Pierce/Estes Silver and Gold
addressed the Board regarding his tenancy in the "Boyd Building" and
possible relocation. In response to Mr. Pierce's question. Chairman
Phares stated that EPURA is in the final stages of negotiation with
Wagner Enterprises and an agreement is expected to be reached in the
near future. Mr. Pierce requests expenses incurred due to
relocation and loss of business be reimbursed.

COMMONICATIONS - Director Anderson read letters received from
three out-of-state individuals, suggesting names for the river
corridor construction area.
COMMITTEES
Capital Improvements - Commissioner Ericson reported that the 9' by
approximately 60' walkway installed by Paula Laing and located next
to Macdonald's Book Shop was not constructed to the standards of the
plaza area. Since this is an Urban Renewal Authority easement, the
walkway should be upgraded to an acceptable walking surface.
Approximate cost for complete reconstruction is $3,500.00, using 2 x
2 pavers, as opposed to a partial reconstruction cost of $2,300.00,
using the existing pavers. Commissioner Ericson suggested that
Director Anderson obtain a price from Heath Construction,
ascertaining the exact cost for complete reconstruction of the
walkway and suggest to the contractor that the stones be laid
straight, rather than diagonal.
It was moved and seconded (Ericson-Pauley) that, contingent upon
Director Anderson's cost findings, EPURA construct a new walkway,
using the same pattern as the plaza area sidewalk, at an approximate
cost of $3,500.00. Motion carried.
There being no further business and hearing no objection, the
meeting adjourned to executive session to discuss property
acquisition. A walk-through of the river corridor construction site
is scheduled following the executive session.
