Klaphake Chairman Phares, Commissioners Pauley, Pohl Godbolt, Hondius, Klaphake Mr./Mrs. RL Stanger, Sharon Seeley, Ed Casey Director Anderson, Planner Joseph Secretary Heifner Commissioner Ericson Minutes of the October 6, 1988 meeting were approved as prepared. CITIZEN PARTICIPATION - Park Theater Mall - Ed Casey, representing the Park Theater Mall owners, presented preliminary drawings for the Mall's proposed renovation. Mr. Casey indicated the owners will request from the Town, EPURA or adjacent property owner: • a deeded easement or encroachment permit, as well as air rights to construct on and over Town property and other property; • permission to locate a properly screened dumpster on the east side of the building; • a property transfer whereby the owners can construct a new east entryway in exchange for a landscape easement against the building; . , ( • the present plaza walkway be elevated to meet the building s new east entrance; • permission to erect a Park Theater marquee on the east side of the building. Future plans may include display or artifically created windows on the east side of the building. The owners have expressed a desire for the addition of pine trees in the proposed landscaping. Sharon Seeley said that Rich Lubischer/Denver will be the architect supplying the necessary building plans. Commissioner Pauley inquired about the possibility of an access from the north river walkway on the west side of the building. Ms. Seeley said this would not be possible because it would necessitate removal of a major Mall retail store, but the possibility exists for construction of a bridge connecting the north and south river walkways, allowing the north walkway direct access via the bridge into the west entrance of the Mall. Commissioner Hondius questioned the interior sight line and Ms. Seeley indicated there would be a slight jog in the passageway.^ The new east access may include retail shops/booths lining both sides of that entrance. Commissioner Klaphake questioned whether the building could be kept open at all times. Ms. Seeley said this was doubtful, due to the increased possibility of vandalism, even with the use of iron gates over the shop doors. The owners are willing to explore the possibility of requiring the Mall's retail shops to remain open until 10:00 p.m. during the Summer tourist season. Commissioner Klaphake said the Board would apprise Steve Stamey/Town Planner of the proposed Park Theater Mall renovation and questions pertaining thereto. Commissioner Pohl complimented Mr. & Mrs. Stanger for submitting their plans to EPURA early on in the planning stage and expressed the Board's desire to work with them. BILLS - It was moved and seconded (Pohl-Hondius) that the bills be paid. Motion carried. CORRESPONDENCE - A letter was read from Bill Schechter/Castle Rock Downtown Committee expressing thanks and appreciation for staff s tour of downtown Estes Park and slide presentation on September read from Mr. & Mrs. Raymond Teske1988.A letter was of 30, Waco, BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Estes Park Urban Renewal Authority - October 21, 1988 - page two Texas congratulating EPURA restoration in Estes Park. on the beautiful improvements and TREASURER1S REPORT - Commissioner Pohl requested the September 1988 financial report be accepted into the record. Hearing no objection, the report was accepted into the record. A report will be sent to Kirchner/Moore and Kutak, Rock & Campbell regarding use of funds received from the 1988 bond refunding issue, a portion of which were to be expended on river corridor related costs within sixty days of the bond refunding. LIAISON - Commissioner Klaphake reported on items which were addressed at the October 6 Board meeting; 1) The Town Administrator, at the request of the Library Board, submitted a written request to Chairman Phares for information regarding the application of property tax revenues for the proposed library district included within the Urban Renewal Area. 2) A letter was forwarded to Director Anderson regarding the 1989 Town budget calculations as relates to EPURA. The letter also requests that Christmas decoration cost be reviewed by the URA Board. 3) Regarding correct procedure for institution of home mail delivery in Estes Park, the Mayor is in receipt of a letter from Congressman Brown which indicates the Town will receive a response from the US Postal Service within the next two weeks. UNFINISHED BUSINESS - West Elkhorn Streetscape - Director Anderson reported the design process has begun; however, additional survey work is required to construct a third lane at the Spruce Drive intersection, as requested by the State Highway Department. Also, curb/gutter construction along the north side of Elkhorn will require contour, flowline and location data on Spruce Drive to Fall River. Commissioner Ericson, as Chairman of the Capital Improvements Committee, has rev i ewed/approved staff's recommendation that this additional survey work be performed. It was moved and seconded (Hondius-Pauley) staff be authorized to extend the existing contract with VanHorn Engineering & Surveying in the form of a work release at a not-to-exceed cost of $1,250.00. Motion carried. NEW BUSINESS - Director Anderson reported EPURA has an opportunity to purchase approximately fifty tons of moss rock at a delivered cost of $30.00/ton. This rock would be stockpiled near the Town's Light & Power Shop for future EPURA projects. It was moved and seconded (Pohl-Pauley) that Director Anderson be authorized to effect this purchase. Motion carried. Commissioner Klaphake suggested staff examine the new Light & Power shop site to determine availability of additional moss rock. STAFF - During the months of September and October 1988, EPURA staff conducted a brief survey of visitor opinions and impressions regarding downtown redevelopment. Seventy-six visitors were interviewed on Elkhorn Avenue and in Riverside Plaza. Director Anderson distributed a summary of this survey which indicates that 90% of the respondents feel downtown Estes Park is more attractive and enjoyable to visit than it used to be. A tally sheet of the survey questions along with comments/suggestions from visitors was included with the summary. This information will be forwarded to the Town Board. The URA Commissioners expressed appreciation to Bob Joseph and Art/Betty Anderson for their efforts in obtaining these surveys. There being no further business. Chairman Phares adjourned the meeting.
