Klaphake Chairman Phares, Commissioners Pauley, Ericson, Hondius, Klaphake Town Public Works Director Widmer Town Finance Officer Vavra Director Anderson Planner Joseph Secretary Heifner Commissioners Godbolt, Pohl Minutes of the September 15, 1988 meeting were approved as prepared. CORRESPONDENCE - Director Anderson read a letter from Roy Palmer written on behalf of the Town of Castle Rock and members of the Downtown Committee, expressing their appreciation to EPURA Staff for the recent slideshow presentation and tour of downtown Estes Park. LIAISON Commissioner Klaphake noted the Talmey survey will be conducted within the next two weeks and a summary of the results should be available shortly thereafter. Commissioner Klaphake stated the Library Board requested him, on their behalf, to ascertain from EPURA, what portion of increment would be captured by the URA should the library's mill levy be increased. Chairman Phares requested this be put in writing, at which time EPURA would respond. NEW BUSINESS Parks Department - 1989 Budget Public Works Director Widmer presented a chart showing the proposed 1989 Parks Department Budget which includes a request for maintenance funds from EPURA totaling $100,000. It was moved and seconded (Pauley-Hondius) that the Board authorize $100,000 be included in the 1989 URA Budget to be reimbursed to the Parks Department for maintenance costs of EPURA projects. Those voting "Yes" Chairman Phares, Commissioners Ericson, Hondius, Pauley. Those voting "No" none. Those "Abstaining" Commissioner Klaphake. Commissioner Pauley commended the Parks Department for their excellent care/maintenance of the flower beds and all areas associated with urban renewal projects. STAFF Home Mail Delivery - Director Anderson read a letter from the postal department outlining various regulations/requirements for mail delivery. Commissioner Klaphake stated the Mayor has written Congressman Brown regarding the inability of local citizens to ascertain from the postal department, correct procedures for establishing home mail delivery. The Board discussed the possibility of forming a Steering Committee for this purpose; however, no action will be taken until a response is received from Congressman Brown. Director Anderson distributed a copy of the "Taxpayer's Bill of Rights" which may appear on the November ballot and requested the Board oppose passage of this item. Commissioner Klaphake stated the Colorado League of Cities soundly opposes this amendment. Representatives from the League will be in attendance at the CDDA Conference October 6-7, 1988 in Estes Park at which time a press conference is scheduled where this item will be addressed. EPURA staff will meet with the Highway Department to determine placement and type of pole. EPURA will request that power to the lightpole come from the Highway Deparment1s electrical system. It may be necessary to purchase a fibreglass breakaway pole should the Highway Department deem it necessary. There being no further business, the meeting adjourned. Donna Heifner, Secretary
