Pohl Chairman Phares, Commissioners Godbolt, Hill Pauley, Pohl Executive Director Art Anderson Secretary Heifner Commissioner Ericson Minutes of the February 5, 1987 meeting were approved as presented. BILLS It was moved and seconded (Hill—Godbolt) that the bills be paid. Motion carried. COMMUNICATIONS Director Anderson read a letter dated February 17, 1987 addressed to EPURA from Neil Rosener, soliciting EPURA's efforts in resolving a water leakage problem at 218 E. Elkhorn. The Board directed Staff to request assistance from the Town Public Works and Water Departments in ascertaining the source of this water leak. Director Anderson read a letter from Pat Newsom informing EPURA of the Estes Park Hotline — a 24-hour phone line staffed by local, trained volunteers, in cooperation with the Crisis and Information Helpline of Larimer County. The Hotline is committed to the recognition, improvement and expansion of community efforts to meet human needs. The Board directed Staff to research this request and make its recommendation to the Board at its March 5th meeting. TREASURER1S REPORT It was moved and seconded (Pohl-Pauley) that the January 1987 financial report be accepted into the record. Motion carried. COMMITTEES Finance and Budget - Commissioner Pohl reported that EPURA's 1986 Audit is being conducted by Boudreaux & Jackson, CPA's. Development - It was moved and seconded (Pohl-Pauley) that the February 12, 1987 Development Committee minutes be accepted into the record. Motion carried. STAFF Staff will order 43 streetlights from Western Lighting Standards at a total cost of $39,658.45. These streetlights will be used in Streetscape 3, at the Post Office and Dark Horse parking lots and on Rockwell Street. This cost includes a 3% discount for depositing 25% ($9,914.61) with the order. Delivery is six weeks. Director Anderson reported that a Notice of Permit was received from the US Army Corps of Engineers, regarding EPURA s request to perform construction at the Fall and Big Thompson Rivers. The permit, if issued, will be under the provisions of Section 404 of the Clean Water Act. BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Estes Park Urban Renewal Authority - Page Two - 2/19/87 Museum Director Mel Busch has informed EPURA that the museum will not require use of the former Estes Appliance and TV Company building during National Women's History Month. Boyd Property Acquisition All parties have signed the Stipulation for Preliminary Deposit and Immediate Title/Possession. On or about March 10, 1987, EPURA will deposit its appraised value of the property with the Larimer County Court, at which time EPURA will take title to the property. All tenants have been notified of this action. Grueff Agreement - Chairman Phares will execute the Agreement between Edward and Gisela Grueff and the Estes Park Urban Renewal Authority. Among items included in this Agreement is the conveyance of a permanent easement to the Town, allowing EPURA to construct streetscape improvements adjacent to the Owner's premises. The Agreement will be presented to the Town for approval and execution at its February 24, 1987 Board meeting. There being no further business, the meeting adjourned.
