Pohl Chairman Phares, Commissioners Ericson, Godbolt, Hill, Hondius, Pauley, Pohl Executive Director Anderson Technical Planner Joseph Secretary Heifner Minutes of the June 18, 1987 meeting were approved as presented. CITIZEN PARTICPATION Jim Crain/1027 Pine Knoll Drive, Estes Park, Colorado was present to address the Board regarding EPURA's proposed future development of commercial space in the Dark Horse Plaza area. Mr. Crain stated that, although the recently completed EPURA projects were needed by the community, he voiced opposition to any commercial space ever being developed in this area. Commissioner Pohl explained EPURA's role in community redevelopment and, in particular, the Dark Horse Plaza area. Chairman Phares indicated that EPURA cannot say there will never be any commercial development in this area. Mr. Crain suggested that it may be necessary to amend the Plan. Chairman Phares stated this option is always available. Sue King, Estes Park, Colorado was present to address the issue of pushcarts and, if allowed, would they be regulated. Commissioner Pohl stated EPURA expects to submit suggested guidelines/regulations for vendors to the Town Board. STAFF Director Anderson reported that Streetscape 3 is nearing completion with the exception of a final irrigation check by the landscape contractor. Staff has also requested that any Aspen tree replacement occur this year. Flyers for the Visitor/Transit Center are being prepared for distribution to all motor coach companies. Bids have been solicited for the Visitor/Transit Center sign package. Representatives from EPURA and the Trail Gazette will meet with artist Dan Ostermiller at his Loveland studio to view and record progress of the sculpture to be placed at the Hwy. 34/36 intersection. According to Mr. Ostermiller, the Ram portion of the intersection sculpture is expected to be completed and installed during the month of August. Director Anderson reported that a Request for Qualifications for a river corridor general contractor was advertised in the Trail Gazette and Daily Journal. Five firms have requested and been mailed a copy of the RFQ package. Commissioner Ericson suggested that when advertising future requests for qualifications, EPURA also advertise in the Dodge Report. There being no further business, the Chairman asked if there were any objections for adjournment to executive session. There being no objections, the meeting adjourned to executive session to discuss property acquisition. Donna Heifner, Recording Secretary
