Minutes of the June 4, 1987 meeting were approved as presented.
BILLS - It was moved and seconded (Pohl-Ericson) that the bills be
paid. Motion carried.
TREASURER1S REPORT - Commissioner Pohl requested the May 1987
financial report be accepted into the record.
COMMITTEES
Development - Commissioner Pohl stated that the first twenty limited
edition collectibles of the family grouping sculpture were sold as
of June 10, 1987 at a cost of $1,500.00 each. Fifteen of this
grouping are now available at a cost of $1,850.00, two of which are
already committed.
Circulation Chairman Phares questioned why the bus
loading/unloading signs at the Visitor/Transit Center were removed
and replaced with 15 minute parking signs. Director Anderson stated
he did not know why, but would ascertain the reason from the Public
Works Director when he returns to the office next week.
Director Anderson stated that Staff is in the process of preparing
Visitor/Transit Center flyers which will be mailed to all motor
coach/tour companies.
UNFINISHED BUSINESS
Library Location - Judy Hoxsey, Director/Estes Park Public Library
was present to address the Board regarding the library's search for
a building site. Ms. Hoxsey stated the library has been offered a
portion of the Birch property and an architectural study will be
conducted to determine the most suitable location on the property to
accommodate a building, parking spaces, landscaping and room for
future building construction.
Since this property is located within the Urban Renewal District,
the library is requesting financial assistance from EPURA on the
landscaping and parking aspects of this proposed project.
Preliminary plans call for 50-55 parking spaces to be constructed
along with the new library. Landscaping plans would encourage
public access to and along the river.
Ms. Hoxsey noted the library's purchase of this property is
contingent upon a Library District being formed. Voters will
determine this issue at the November 8, 1988 general election.
Chairman Phares stated the Board would take this matter under
advisement.

NEW BUSINESS
Authorization for Prequalification Advertisement for River Corridor
Construction - Director Anderson explained the proposed method of
selecting a construction firm for River Corridor Construction.

URA Board/Staff
- company selected with which to negotiate
It was moved and seconded (Ericson-Godbolt) that Staff be authorized
to place advertisements in the Daily Journal and Trail Gazette for
Request for Qualifications for River Corridor Construction. Motion
carried.
Appointment of a Representative to the Town's Transportation
Advisory Committee - Director Anderson stated the Town has received
a federal grant from the Department of Transportation to financially
assist them in determining the feasibility of a transit system in
Estes Park. The Town has requested EPURA appoint a representative
to the Town's Transportation Advisory Committee. Chairman Phares
nominated Bob Joseph, EPURA Technical Planner to represent EPURA on
this Committee. It was moved and seconded (Pohl-Ericson) that this
nomination be accepted. Motion carried. Bob Joseph will be under
the supervision of, and report directly to, the EPURA Circulation
Committee.
STAFF
It was moved and seconded (Ericson-Pohl) that Staff be authorized to
sign a Design Studios West work release at a not-to-exceed cost of
$2,000.00 plus $200.00 expenses for rock selection and construction
of the base for the entry island sculpture. Motion carried.
Discussion followed regarding receipt of a Design Studios West work
release for graphics to be used in all present/future kiosks. Staff
was directed to obtain estimates for this work from advertising
firms.
There being no further business, the meeting adjourned.
