COMMITTEES Finance and Budget - The Committee met on August 5 and reviewed a draft revision of the 1986 budget, as well as a proposed 1987 budget. Copies will be distributed to the Board for their review. Capital Improvements - It was moved and seconded (Ericson-Pauley) that minutes of the July 29 meeting be accepted into the record. Commissioners Pohl and Frantz raised questions regarding the committee's recommendations on several of Public Works concerns and it was noted that acceptance of these minutes constitutes recommendations made by the committee to Design Studios West — that the Board will approve the final Welcome Center design. Motion carried. STAFF Director Anderson reported that all newspapers were contacted, by letter, asking for comments regarding placement of newsracks at the Welcome Center site. USA Today responded favorably and no other replies were received. Staff again contacted the newspapers by phone and received favorable responses from all concerned. Mr. Gene Gates, Denver Post, indicated that although the newsrack placement was acceptable, he would prefer to have his newspapers facing Elkhorn Avenue. Design Studios West recommends EPURA conduct geotechnical testing at the following sites: Dark Horse Lot, Post Office Lot, Welcome Center and the southside of Elkhorn Avenue. Staff has contacted Empire Laboratories and received a cost estimate for this work. Staff will contact a second firm to obtain a comparison cost and requests Board authorization to hire the firm responding with the lowest cost and quickest data response time at a not-to-exceed price of $2,000.00. It was moved and seconded (Ericson-Frantz) that Staff be authorized to hire a firm to conduct geotechnical testing at the above-mentioned sites at a not-to-exceed price of $2,000.00. Director Anderson reported that the Cleave Street Pocket Park is nearing completion. Bushes and trees (which are available) and sod work will be completed by Friday, August 8. Benches and a trash receptacle will be received this week. The Board directed Staff to contact Public Works with a request to re-sign the West Riverside parking area (south of the 8-car parking lot) from 8 hours to 3 hours. It is anticipated that this will promote better use of the picnic area at that location. Upon Board recommendation, Commissioner Hill will contact Arthur Young & Company to obtain a cost for conducting a salary review of URA job descriptions. This information will be forwarded to Chairman Phares. There being no further business, the meeting adjourned. Donna Heifner, Recording Secretary
