Donald Pauley Chairman Phares, Commissioners Moss, Pohl, Ericson, Hill, Pauley Executive Director Art Anderson, Technical Planner Bob Joseph, Secretary Heifner Absent;Commissioner Frantz Minutes of the April 2, 1986 meeting were approved as presented. It was moved and seconded (Pohl-Moss) that the bills, as presented, be allowed and paid. Motion carried. TREASURER'S REPORT Commissioner Pohl reported that copies of the 3/31/86 balance sheet were distributed to the Board and asked that this report be accepted into the record. The Bond Construction Fund 3/31/86 balance sheet^ has been received, indicating that Central Bank has $500,000 of this Fund deposited with a local, Estes Park financial institution. COMMITTEES Development - After reading of the April 7 Development Committee minutes, it was moved and seconded (Moss—Pohl) that they be accepted into the record. Motion carried. Capital Improvements - After reading of the April 10 Capital Improvements Committee minutes, it was moved and seconded (Ericson-Pauley) that they be accepted into the record. Motion carried. STAFF Director Anderson informed the Board that the International City Management Association (ICMA) has scheduled a workshop on May 15-16, 1986. Topic will be MANAGING DOWNTOWN: The Role of the Special District. Board members interested in attending can pick up information at the URA office. Bob Joseph met with Jim Keeter, Landscape Architect, and Russell Moore and Jeffrey Joyce (Design Studios West) in San Antonio, Texas last weekend. Those in attendance worked on design solutions and possible implementation mechanisms for the Estes Park riverscape project and toured both the old and new developed sections of the river. Much was learned in the way of river and water-related design features and innovative solutions to unusual physical constraints along rivers. Slides will be available for the Commissioners to view in the near future. Director Anderson reported that beginning June 1 and continuing for a few days thereafter. Fort Collins will be conducting daily bus tours to downtown Estes Park. If successful, this project will continue until the end of September 1986.
