They stand CITIZEN PARTICIPATION; Ed Grueff, Mountain Man Restaurant, expressed his concern over whether a streetlight was planned in front of his restaurant. He would like to be uniform with the rest of the town and the lights seem to stop just past Brownfield's but continue down the other side of the street and there will be one directly opposite him in front of the Estes Park Bank. Cole said all streetlights past Moraine are temporary right now and that she would look into the matter and get back to him. Establish URA Petty Cash Fund Cole 20.00 148.00 100.00 268.00 TOTAL BILLS $184,647.69 A requisition for funds was also drawn from the Bond Construction Fund for $85,131.10 as reimbursement to EPURA for streetscape expenses prepaid. Pauley asked for clarification of the NCE bill. Cole said some monies had been withheld such as the $6,000 for Miller Concrete and $6,000 for Land­ scape Forms. Cole has reviewed and discussed the bill with NCE and major questions have been cleared up. There are still some items that need to be discussed. A motion was made and seconded (Pauley-Moss) to pay the bills. Motion carried. COMMUNICATIONS; Cole read a memo to the URA Board from Cole regarding the new accounting system and procedures. Cole also read a letter from Kutak, Rock & Huie thanking her for her assistance and cooperation in connection with the Tax Increment Bonds. Secretary Heifner also received a letter of thanks for her assistance in the same matter. Cole read a memo to Jill Solder from Cole regarding the requisition form to be used for drawdown of Construction Fund (Bond Proceeds). Cole also read a memo to Russell Caldwell regarding drawdown dates and amounts of the Bond Proceeds. Cole also read a memo to Charles Phares on CDDA meetings and asked if everyone on the Board was now receiving the CDDA Newsletter. Cole also^referred to two letters from Jerry Boudreaux to Lloyd Duncan and Dale Hill regarding sales taxes collected for the Urban Renewal Area for the year ended April 30, 19G4. The resulting sales tax increment is $88,732. OLD BUSINESS; JAS Business Management Services Jill Solder explained services and fees of JAS. A motion was made and seconded (Pohl-Hill) to employ JAS Business Management Services on the basis of a letter to the URA Commissioners from JAS dated March 21, 1984. 1983 Audit Jerry Boudreaux introduced Steve Jackson who is with Jerry Boudreaux, CPA, Inc. Boudreaux asked the Board if there were any specific questions he or Jackson could answer about the 1983 Audit. There being no specific questions. Chairman Phares asked Boudreaux to point out anything noteworthy about the audit. Boudreaux explained that capital improvements made and expended through EPURA will show up on EPURA's financial statements as expenditures but will show up as assets for the Town of Estes Park, i.e. Virginia Drive realignment. It was moved and seconded (Pohl-Moss) to accept the 1983 Audit as presented by Boudreaux. Motion carried. BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Estes Park Urban Renewal Authority May 16, 1984 - Page Three Bob Cheney, Manager, Upper Thompson Sanitation District Cheney referred to a letter from Giles Gere, Chairman of the Board of The Upper Thompson Sanitation District, dated May 15, 1984, to The EPURA Board of Commissioners, which refers to problems which might occur in the future involving the District and the Authority regarding the streetscape program now underway on Elkhorn Avenue. Chairman Phares stated that the Board would accept the letter but the Authority would not accept any financial responsibility by acceptance of the letter. Job Description It was moved and seconded (Pohl-Anderson) that the revised job description for Executive Director of the EPURA be accepted with the deletion of any reference to names. Motion carried. Storefront Design Cole read a letter dated May 8, 1984 from Bob Horn, Director, ^^ral community Assistance Program - Eastern Colorado,_stating that Jhey will be sending the EPURA a Summer Intern. Street­ lights stop just past Brownfield's on that side of the street. Cole recommended that the URA do everything it can to get this resolved in Phase II. Anderson suggested we table this matter and tell Mr. Grueff that we will look at it but that it may not be done this summer. Pauley questioned if the streetlight displayed on Elkhorn is part of the^order coming in or an extra. Would it be possible to move that streetlight down there if it is an extra. Cole stated the problem with that is you have to have a place to put the streetlight — you just can't sit it on the pave­ ment. Streetlights require greater sidewalk definition. There was some discussion as to the placement of the streetlights and Cole stated that they are to be placed perpendicular (at right angles) to the street. A member of the Streetscape Committee had questioned Anderson about policy on holding art shows on the sidewalk. Anderson suggested we talk with the Town about this and would hope that this type of activity would be looked on with favor. Cole suggested that after June 1, a committee be appointed to study these types of activities and then could give input to the Town as they review this. Moss suggested a cover letter be sent along with the list of merchants who have expressed an interest in donating items such as wildflowers, etc. and also asked if the question had been resolved as to hanging baskets of flowers on the streetlights. Cole said it had not and needed to be. Traffic Circulation - Performance Criteria Pauley's proposal of guidelines as to what EPURA wanted crossed in the mail with Transplan's letter which was read earlier. Transplan's proposal is basically what was written by the Traffic Circulation Committee. Community Development Block Grant Pauley stated the presentation for the Town of Estes Park was held May 10, 1984 and that it went well and we received a moderate plus rating which we have been given to understand is actually a very high rating. We are quite encouraged that the Community Development Block Grant will be funded, We should receive word on that by the end of the month or first of June. STAFF REPORTS; Cole Cole explained the Revised 1984 Budget and requested Secretary Heifner to see that all Board Members receive a copy dated May 14, 1984. Meeting adjourned.
