Motion approved. A motion was made and seconded (Hill-Moss) to pay the bills. Motion approved. COMMUNICATIONS: Cole reviewed the correspondence for the past two weeks which included a letter to Bob Nicholson and Rick Buckton concerning the Streetscape Contract; a memo to Phares and VJidmer regarding Colorado Department of Highways; a memo to Bob Nicholson with merchant concerns; a letter to Sam Mamet concerning Senator Soash's proposed legislation; an article written by Anne Moss for the Chamber of Commerce Newsletter; a memo to Don Pauley, President of FEPF, concerning Facade Improvements and an Economic Survey; a letter to Fire Chief Jack Rumley and a letter to Mel Busch, Director of the Estes Park Historical Museum. Bid Package No. 1 will be let February 17, 1984 and Bid Package No. 2 and 3 will be let March 1, 1984. Bid Package No. 1 will include paving, storm drainage, street furniture, street^lights, and several miscellaneous items such as retaining wall_(details and locations), general planting areas (sizes and locations) and kiosk locations. Bid Package No, Bid Package No, 2 will include planting plans and irrigation plans 3 will include signage plans and kiosk design. The total amount the URA will have in net revenues available for capital construction, exclusive of the bond issue is $1,050,560. There will be $908,650 net bond proceeds. The total of these two figures, $1,959,210 is to be used for the streetscape program. East Elkhorn improvements, property acquisition, improvements from property acquisition which are all considered capital construction programs. in reviewing the numbers listed below Kirchner-Moore insured bond issue. In the insurance process, it is likely the figu will change. A motion was made and seconded (Pauley-Moss) to authorise Kirchner-Moore to proceed with the bond issue. Motion approved. BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Estes Park Urban Renewal Authority - Page 4 Planning Liaison; The Planning Commission meets on the 3rd Tuesday and the URA Board meets on the 3rd Wednesday of the month. There is a time problem in getting information to the URA Board regarding items within the URA District before action is taken by the Planning Commission. John CarmackPlanning Commission Liaison, reported that the Planning Commission is willing to call special meetings whenever necessary to accommodate the URA Board. Carmack also reported that the Planning Commission will be hiring a con­ sultant to redo certain ordinances. He asked for input from the URA and felt there were many ordinances which could be changed that would benefit the Authority. Streetscape Construction Committee; Cole indicated that a Streetscape Construction Committee has been established to include: Don Pauley Art Anderson Tom Green Bob Mobus Paula Laing EPURA EPURA . Don Pauley: Pauley reported that the Block Grant Application has been submitted and the Forward Estes Park Foundation should know something by Spring. Tne Forward Estes Park Foundation will also be meeting with the SBA to discuss low interest loans for business owners.
