CITIZEN PARTICIPATION; Cy Wood addressed the Board regarding his
interest in writing specifications for a data base system to track
development of businesses in Estes Park. This would be on a
volunteer basis, although travel expenses might be incurred.
Chairman Phares recommended that the Board consider this offer and
render a decision after thirty (30) days.
Chairman Phares stated that 34 applications were received for the
position of EPURA Executive Director and that Arthur L. Anderson,
EPURA Commissioner, has been chosen to serve as the Authority's
Executive Director. It was moved and seconded (Moss-Pohl) that
Arthur L. Anderson be hired as Executive Director of the Estes Park
Urban Renewal Authority effective November 1, 1984.^ The motion
passed unanimously with Commissioner Anderson abstaining.
Commissioner Anderson stated he would submit his resignation as
EPURA Commissioner to the Board.
Chairman Phares stated that a letter would be sent to all applicants
informing them of the Board's decision.
Chairman Phares welcomed Lyle Frantz to the EPURA Board.^ Commissioner
Frantz was appointed to the Circulation Committee (Traffic & Parking)
and Streetscape Construction Committee.
Regarding the CPR lawsuit, Jim Windholz indicated that Motions to
Dismiss are currently pending before Judge Newton, attorney Jenkins
has requested another extension until November 5, 1984 to respond,
and, arguments for attorneys' motions will be heard by
on November 9, 1984. Judge Newton will then_rule on the Motions to
Dismiss sometime after November 9th. EPURA is under no restraints
at this time.
