The minutes of the October 3, 1984 meeting were approved.
Citizen Participation; Chairman Phares advised Dr. Smith that upon
advice of EPURA counsel, EPURA can take no action on Stanley Center
until clarification of the recent court order is received.

It was moved and seconded (Pohl-Anderson) that the bills be paid. Motion
carried. It was moved and seconded (Anderson-Moss) that EPURA request
attorney Windholz to keep track of time spent on the CPR lawsuit, and,
that the URA office also keep track of time and money spent regarding
this lawsuit. Motion carried.

According to EPURA's attorney, Jim Windholz, the Authority can take no
action on the following items due to the court ordered stay:
1. Prospect Village, including bridge negotiations.
2. Stanley Village.
3. Stanley Circle
4. Any other development subject to the review'process.
5. Rockwell work and Bell negotiations.
6. Confluence Park.
The Authority may act on Phase I Close-Out and Phase II Streetscape
(Elkhorn and Moraine only) and, general administration. A clarification
of this order is expected sometime later this week.
New Business
Public Hearing - 1985 URA Budget
Commissioner Hill, Chairman of the Budget.and Finance Committee,
presented the 1985 URA Budget. It was moved and seconded (Hill-Anderson)
that EPURA instruct their attorney to prepare a resolution adopting the
1985 URA Budget. Motion carried.
Phase II - Street Trees
Commissioner Anderson read a letter to Chairman Phares from Russell Moore,
Design Studios West, regarding the Town's concern should an unknown
disease attack the ash trees and whether ash trees should continue to be
used in the East Elkhorn streetscape. The Board accepted Russell Moore's
letter and the information contained therein, including CSU extension
service's opinion regarding the trees. After some discussion, it was
recommended that Commissioner Anderson draft a motion for the next URA
meeting regarding this subject.
Committees
Development
Commissioner Moss suggested that the Development Committee meet next
week to work on the facade manual. As soon as clarification of the
court order is known, the committee should also follow up on the
review process. A HUD Conference will be held October 25, but due
to another meeting commitment, the Board will not be able to attend.
A National Main Street Center Conference will be held the end of
October in Massachusetts.
Circulation - Traffic & Parking
Discussion was held regarding the "football" parking lot and EPURA
hiring Design Studios West to design the lot in order to provide
streetscape continuity. The Town is agreeable and a resolution
will be required to hire DSW to design the lot. Commissioner Anderson
requested Chairman Phares write a letter to the Town Board stating
that the development of the parking lot will add 50 spaces at an
extremely reasonable price and should not be cut out of the Town's
budget for 19G5, if at all possible.
Planning Commission Liaison
Commissioner Moss attended the Estes Park Planning Commission meeting
on October 16 and recommended that the URA, Town and Stanley Park

people work in a cooperative and coordinated fashion to achieve the
items each committee is requesting from the Town.
Staff
Bob Joseph posed the question of future use and maintenance of the
Watson house. Also, the Park Theatre owners have some design ideas
around ^ the theatre and Russell Moore will be meeting with them
regarding this item. Bob Akins, Coffee Bar owner, has some concerns
about drainage and DSW will be meeting with Mr. Akins on Thursdav,
October 18.
Joseph attended the Governor's Main Street Conference in Pueblo last
week and found it very worthwhile. Workshops attended were:
Small business incubators.
Negotiations and financing of downtown redevelopment projects.
Market factors in looking at new and expanded development
in the downtown area.
Differences between DBAs and URAs, their strengths,
weaknesses and limitations in achieving downtown redevelopment.
Joseph will prepare notes on all of these workshops which will be made
available to the Board for their review.
