Chairman Sager welcomed Planning Intern Grant Redstone and called
the meeting to order at 1:30 P.M.
1. MINUTES.
Minutes of the May 19, 1992 meeting were approved as
submitted.
2. SUBDIVISIONS.
2.A. Final Plat of a Portion of Lots 7, 8, 9, and 10f Moccasin
Addition. Gary Keimig/Applicant.
Applicant's Representative Paul Kochevar, stated^that _the

Development Director Stamey identified the street right-of-way

Portions of Lots 7, 8, 9, and 10, Moccasin Addition be
favorably recommended to the Board of Trustees contingent upon
the following conditions:
A. Provide a utility easement for the Estes Park
Sanitation District sewer line.
Dedicate a street right-of-way and indicate street
edge as requested by the Public Works Department.
Title the subdivision "Amended Plat of Lots 8 and
9, Moccasin Addition" and indicate former lot
numbers.
Commissioner Mood seconded the motion and it passed
unanimously.

Chairman Sager opened the public hearing to consider the
aforementioned proposal. Director Stamey reviewed the staff
report noting that an outdoor eating/seating area may be
permitted through special review. The Applicant is proposing
to install a small outdoor seating area at the southwest
corner of said property which will be defined with the use of
fencing materials. In staff's opinion, the proposal is an
appropriate use for the C-D District. As there was no public
comment, Chairman Sager declared the public hearing closed.
It was moved and seconded (Brown/Burgess) Special Review #92~4
for an Outdoor Eating Area on Lots 8 and 9, Block 5, Town of
Estes Park be favorably recommended to the Board of Trustees,
contingent upon the following, and it passed unanimously:
A. Any public facilities damaged
construction period be replaced.

D. Outdoor storage will not be allowed.
The Commission commended Ms. Steige for the excellent job in
enhancing the riverwalk in this area.
Staff commented that the mylar copy of the Plan must be
executed by the lienholder and property owner, and that an
attorney's letter must be provided—with the plat and letter
to be completed and submitted to staff prior to Tuesday, June
23, 1992.
4. DEVELOPMENT PLAN.

Zonina/Rezonina Request. Alan Aspinall, President/North End
Property Owners Association, reported that the Association has
submitted a request to Larimer County to create a new RE-1
Rural Estate Zoning District and to Rezone the "north end"
from E-Estate, C-Commercial and FO-1 Forestry, to RE-1.
Director Stamey reviewed the staff report commenting that land
use concerns were brought about during Honda School
discussions. The minimum lot area for new subdivisions would
be increased from 2.5 to 10 acres, and the Water Department
commented that the Department will be significantly impacted
as the minimxim lot size relates to growth and revenues. Mr.
Aspinall reported that (1) Larimer County desires the new RE-1
Zoning District to have a wider application in lieu of "spot
zoning", and the County will conduct public hearings on July
15 and August 17, and (2) out of 297 property owners, the
Association has obtained tacit approval from 296. The
Commission commented on items contained under Section llA
"Uses Permitted": B-Domestic Animals, D-Guest Houses (number
per lot), E-Riding horses (number per acre), F-Crop, Grazing,
Orchard, etc. (definition of high-density). Section 11A.2
"Uses Permitted By Special Review": A-major public utility
mains, lines (definition), B-Water development (definition),
C-Public, and Private Schools (add post second^ry^ '
40' height limitation (reduce to 30'). Jess Bat(^elder/^IA
stated that the proposal received unanimous support from EVIA.
There being no further testimony, it was moved and seconded
(Burgess/Amos) Larimer County be advised of the following, and
it passed unanimously:
The Commission supports the concept of the new
zoning district.

Larimer County ensure the Estes Park Planning
Commission is apprised of all pertinent updates.
Larimer County clarify Paragraphs D, E, and F
included under "Uses Permitted", and Paragraphs A,
B, and C under "Uses Permitted By Special Review.
Review the maximum height of 40' for structures.
Suggest hike/bike paths be recognized and included
as part of future developments.
REPORTS.
pursuant to the "Park and Ride" Program, the commission will meet
at 9:00 A.M. in lieu of 1:30 P.M. July 21 and August 18. The study
session will begin at 8:00 A.M.
Staff is working on the Scope of Services for Phase I of the
Comprehensive Flan with Design Studios West.
commissioner Wexler noted a May, 1992 APA
Lamb entitled "Greenways, the Natural Connection as
hike/bike paths and potential presentation to the Publ
Committee and Town Board.
There being no further business. Chairman Sager adjourned the
meeting at 2:40 P.M.
