Hix, and Wood Amos, Trustee/Liaison Garrett, Community Development Director Stamey, Deputy Clerk Heifner Commissioner Wexler 3. Chairman Sager called the meeting to order at 1:30 P.M. 1. MINUTES. Minutes of the January 21, 1992 Planning Commission were approved as submitted. 2. SUBDIVISIONS. 2.a. Amended Plat,___Creeksjde----Subdivision^-----G^ra-^^ Palmer/Applicant - Request Modification of—Utiii^ Easements. The purpose of this revest is to modify utility easements and a corner lot line as follows: 1. Two new 10 ft. wide utility easements, crossing Outlot B from the Creekside Court cul-de-sac, have been added to serve Lot 5 and the Deats property. 2. A new utility easement has been provided across Lot 3. A common corner lot line between Lots 1 through 4 has been adjusted. Director Stamey explained the request does not change scone The former lot line will be delineated on the plat. It was moved* and seconded (Wood-Burgess) the Commission recommend the Amended Plat, Creekside Subdivision, and it passed unanimously. 3. REQUEST TO REZONE. 3 a 7 Marvs Lake Road Area (Watson/Luce) f Pinnae.!^ - Request withdrawal of Rezonina Application. Roger Thorp/Thorp Associates stated the project continues to Proceed, however. Applicant is presently reschedul;L^?g-;Lts of the project and requests that the Request for Rezoning be withdrawn at this time. Due to Applicant s not informing the Bureau of Reclamation in sufficient time for the Bureau to respond regarding use of its Applicant has reconfigured the project to allow for the 18 hole golf course outside of land controlled by th Bureau. Construction of the course will begin in t e Spring, allowing for grass seeding by mid-Summer. Applicant continues with Bureau negotiations, asJf®11 purchase of the Luce property in May, after which a rezoning request will be filed on said property. ADDlicant's plans are to locate the clubhouse in the general areaPof the Crystal Water Treatment Plant and construct a pedestrian tunnel underneath Hwy. 7. BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Planning Commission - February 18, 1992 - Page 2 Employee housing is not planned in Phases 1 and 2, but will be included in Phase 3. Applicant anticipates Phases 1 and 2 being annexed and zoned concurrently. The Colorado Department of Highways' requirements regarding the several points of access and their acceleration/deceleration lanes, etc. will be designed for CDOH approval. Negotiations are ongoing with the Town to purchase the Crystal Water building and tank, both of which would be utilized by the golf course development. Applicant is in the process of revising its master plan for staff submission early next week. It was moved and seconded (Brown-Wood) the Commission acknowledge and accept the request for withdrawal of rezoning, and it passed unanimously. 4.COUNTY REFERRAL. 4.a. Coleman Special Review (Ride-A-Kart),___Gary-----PU. Coleman/Applicant - Request Construction of Phase II and Waiving of Paving Requirement. Commissioner Amos declared a conflict of interest, stated he would abstain from discussion or vote, and left the room. Director Stamey stated that in February 1989, the Planning Commission recommended to Larimer County that (1) Phases I and II for the Ride-a-Kart property be approved and (2) the parking area be paved by June, 1990, whereupon the County adopted said paving requirement. Director Stamey stated it is appropriate for the Town's Planning Commission to comment on its prior recommendation for paving of this area. Chairman Sager read from a portion of the Municipal Code, Section 17.24.010(3): Off-street parking areas . . if involving six or more parking spaces, shall be surfaced with at least two inches of bituminous paving material or four inches of concrete unless the Planning commission approves an alternative surface which, because of only seasonal or period use . . . It was moved and seconded (Wood—Burgess) the Planning Commission recommend the County allow the Applicant to continue to utilize the washed, crushed white andesite rock as a parking surface for the area at this time, requesting the County reserve the right to request, at a later time, if necessary, a different parking surface, including but not limited to, a paved surface, and it passed unanimously with Commissioner Amos abstaining.
