BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Planning Commission - June 18, 1990 - Page 2 2«c» Preliminary Plat, Prospect Estates Subdivision, 2nd Filing, Applicant: Jerry Solomon Mr. Bill Van Horn appeared on behalf of Jerry Solomon, applicant, stating that a 38 lot subdivision for single family development is proposed. He advised that eight lots will be designated for affordable housing units and will meet the affordable housing criteria provided for in Section 17.20.020 of the zoning regulations. These units are proposed to be located south of Peak View Drive and west of Prospect Estates. Mr. Van Horn advised that it is the owner's intent to phase the developm.ent, beginning with five dwellings. He noted that a right-of-way will be provided for development of the property to the south. Director Stamey suggested that 10 feet of additional street right-of-way be dedicated for Peak View Drive, as has done for other neighboring subdivisions. He also suggested that the drainage easement be protected, with no driveways being allowed to cross through the northwest/southeast drainage easement in order to ensure its integrity over long term. It was recommended that all utiliti^ be placed underground and asphalt curbs be constructed on both sides of the streets. Correspondence was also acknowledged from Town Attorney White advising that the lots using the affordable housing provision V7iii be required to have covenants drawn to reflect the requirements of this subsection of the Town Code and should contain appropriate review procedures by the Town to ensure that all sales, rentals, and re-sales are subject to this subsection. in correspondence dated May 4, 1990, Upper Thompson Sanitation District advised that they have the capacity to serve t e proposed development and adequate capacity in the existing collection line. Covenants on affordable housing be prepared to the requirements of Town Attorney White as specified in his letter dated May 2, 1990. Commissioner Wood seconded the motion and the vote was unanimous. 3. REPORTS Chairman Sager expressed appreciation to Commissioners Barker, Garrett, and Hix for their participation and years of dedicated service on the Planning Commission.
