APPROVAL OF MINUTES The minutes of the Planning Commission meeting held December 20, 1988 were submitted and approved. 2. F.T.FCTTON OF OFFICERS Commissioner Hix nominated Al Sager as_ Chairman of the Planning Commission, with Richard Wood - Vice Chairman, an Carolyn9 Jones - Secretary. Commissioner_Garrett_seconded the motion and the vote was unanimous, with Commissioners Barker and Blair absent. REPORTS Planner Stamey reviewed the activities and discussion of the first Community Development Committee meeting held January 12th. He identified a draft set of goals and objectives for 1989 and summarized the Building Department activities for this year as compared with the last 9 years. Town Attorney White advised the Commission of a recent Colorado Court of Appeals action which overturned provisions in the City of Fort Collins code regarding nonconforming signs. He further stated that the Colorado Supreme Court is looking at the amortization provisions and its constitutional effects. Attorney White suggested the Planning Commission make a recommendation to the Town Board that a moratorium be placed on enforcement of that part of the sign code regarding the 6 year, 6 month period to bring nonforming signs in compliance until such time as the Supreme Court makes a decision in this matter. Commissioner Hix moved that this recommendation be forwarded to the Town Board. Commissioner Garrett seconded the motion and it passed unanimously. The Planning Commission also noted that this is not a revision of the sign code requirements, but was a recommendation to hold enforcement in abeyance until the Supreme Court decision is issued.
