Minutes of the Planning Commission meeting held July 21, 1987 were submitted and approved. 2. WOODLANDS ADDITION - Annexation and Zoning 2. a <Annexation Mr. Dave Tiemeyer of Rocky Mountain Consultants, represented Mr. Gerald Palmer and presented the proposed Woodlands Addition annexation plat. He stated that one-half acre, single-family residential lots were proposed. Applicant is preparing protective covenants for the Woodlands subdivision which will specify single-family residences only and a note will be placed on the final plat to that effect. Mr. Tiemeyer also stated the subdivision will be in character with the surrounding areas of Devon Hills and One Thousand Pines. Planner Stamey presented the staff report and stated the proposed Woodlands Addition is located south of One Thousand Pines and is composed of 8.29 acres. Access would be from Axminster Lane with internal access provided by two cul-de- sacs branching to the east and west from Axminster Lane. These would be public streets designed and built to Town standards. The Town would also maintain these streets. A 6" water line connecting to existing water lines in Devon Hills and One Thousand Pines is proposed., A new 8" sanitary sewer line will be installed to service part of the develop­ ment. Planner Stamey also reviewed this annexation in relation to the proposed Woodlands Subdivision. Correspondence received from Light and Power Department, Public Service Company and UTSD all stated that service to this area was adequate. Mr. Heinz Adam, who lives on Pine Knoll Drive, commented he thought the objectives and plan of the subdivision were excellent. Mr. Lou Johansen, who also lives on Pine Knoll Drive, spoke in favor of the annexation. Mr. Jim Hoida, owner of Lot 2 in Devon Hills, said he was not opposed to the annexation, but opposed to the platting and street layout. He bought his lot 12 years ago with the understanding from the realtor that access for this site would also be from Highway 7. He said with access being only from Axminster, he felt the amount of traffic would be increased considerably. BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Planning Commission - August 18, 1987 - Page two Mr. Gerald Palmer, applicant, stated that a note would be placed on the final plat that would specify the subdivision would be used only for single-family residences. After further discussion. Member Brown moved that this request for annexation be favorably recommended to the Town Board. Member Barker seconded the motion and it passed unanimously. 2. b. PUBLIC HEARING - Zoning Chairman Sager opening the public hearing to consider the zoning of the Woodlands Addition. Town Attorney White stated it would be appropriate to incorporate the above comments from the audience relating to zoning into this section of the public hearing. No one spoke in "favor" or in "opposition" to the proposed zoning. Chairman Sager closed the public hearing. Planner Stamey presented the staff report. It was noted that the existing zoning is E-Estate, County. The Estes Park Comprehensive Plan designated this area as "Residen­ tial" with a recommended density of 1.5 dwelling units per acre. The applicant is requesting R-S Residential zoning. Planner Stamey reviewed area zoning, land uses, lot sizes in adjacent subdivisions, and R-S zoning provisions. He noted that one-half acre lots were not large enough to permit two-family dwellings. After further discussion. Member Brown moved that R-S Residential zoning for this subdivision be favorably recommended to the Town Board with the condition that a notation be made on the final plat that this subdivision will be single family residences only. Member Blair seconded the motion and it passed unanimously. PUBLIC HEARING 3. a. Palmer Addition - Request for Rezoning from E-Estate to R-S Residential Chairman Sager opened the public hearing which was for the purpose of reviewing the request for rezoning from E-Estate to R-S Residential. Mr. Dave Tiemeyer represented Gerald Palmer and stated that at the time Palmer Addition was annexed, one-half acre lots were the minimum lot sizes per­ mitted. Mr. Palmer would like to incorporate this site as part of the Woodlands Subdivision and develop it with one- half acre minimum lot sizes. Mr. Tiemeyer also stated R-S Residential zoning would be compatible with the adjacent areas of Devon Hills and One Thousand Pines. Mr. Palmer also stated that this area would be for single-family lots only. Planner Stamey presented the staff report and reviewed area zoning, land uses, lot sizes in adjacent subdivisions, R-S zoning provisions, and Comprehensive Plan guidelines. No correspondence had been received either in favor or in opposition to this rezoning request. No one in the audience spoke in favor or in opposition. Chairman Sager declared the public hearing closed. Motion was made by Member Barker that this rezoning request BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Planning Commission - August 18, 1987 - Page three be favorably recommended to the Town Board with the condi­ tion that a notation be placed on the final plat that this subdivision will be single family residences only. Motion was seconded by Member Hix and it passed unanimously. Mr. Jim Hoida requested at this time that his earlier comments regarding platting of streets in Woodlands Sub­ division be made a part of the minutes of the Planning Commission meeting. 4. SET PUBLIC HEARINGS 4.a. Set Public Hearing Dates for Zoning Ordinance Amend­ ments Concerning Fees, Parking Requirements, Containment Provisions, RV Park Standards, and Multi-family Density Calculations. Member Wood moved that public hearing dates to consider the above items be set as follows: Planning Commission - September 15, 1987, 1:30 P.M. Town Board - September 29, 1987, 7:30 P.M. Member Hix seconded the motion and the vote was unanimous. 5. REPORTS Chairman Sager commended the Trail Gazette and News Editor, Perry Patrick for their accomplishments and recent awards and also expressed appreciation of their coverage of the Planning Commission meetings.
