With the following correction, the minutes were approved; Item 3. Subdivisions - 3. a. Lababidi-Hurst Boundary Adjustment ". . .difficulty in accepting Item . •" in lieu of ". . .difficulty in accepting Item #3^. . ." PUBLIC HEARING; 2. a. Arapaho Meadows Addition - Zoning; Chairman Sager declared a public hearing regarding the zoning for Arapaho Meadows Addition. Those speaking in favor of the recommend­ ed R-Residential Zone; Bill Van Horn, representing the petitioner. Dr. Sam Luce. Stating the R-Residential zone is consistent with existing Town zoning abutting the property, and considering the density which was relative to the characteristics of the neighborhood, the petitioner had no objection to R-Residential Zoning. Those speaking in oppo­ sition to R-Residential Zoning; Al Velthoen. The current Larimer County zoning is E-Estate which requires a minimum lot area of 2% acres per dwelling unit. R-Residential zoning would allow a maximum density of 2 dwelling units per acre. Mr. Velthoen requested the Town determine where low, medium and high density areas would occur, establishing a "transitional area" from Commercial to Residential properties. Ralph Read stated his opposition against poor development of any kind whereby construction of too many dwelling units on small pieces of land resulted in over-crowding. With approximately 200 acres of land in this addition, the opportunity exists to develop the land in good taste. Ray Lindsey inquired as to the possibility of developing the property under the planned unit development guidelines. No correspondence was received in favor of or in opposition to the R-Residential zoning. Planner Stamey summarized the staff report advising the Commission of base maps indicating zoning, the Comprehensive Plan Base Maps, and the Town Water Master Plan Map, which were being displayed for review. The land owners have requested zoning as follows; 1. Luce.................................R-1/ Residential 2. Watson............................R-2, Multiple Family 3. Bigler............................R-Residential 4. Haines............................R-Residential 5. Sunderland Trust....R-Residential 6. Havens............................R-2, Multiple Family Planner Stamey also reviewed development procedures. Chairman Sager declared the hearing closed. As an informa­ tional item. Planner Stamey stated the Town Board, acting upon the Planning Commission's recommendations, will take action on the annexation and zoning of Arapaho Meadows BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Planning Commission - September 17, 1985 - Page two Addition October 8, 1985. In view of the testimony present­ ed, Member Dickinson moved the zoning of Arapaho Meadows be tabled, with further consideration taking place October 1, 1985 at 1:30 P.M. Member Brown seconded the motion and it passed by the following votes: Those voting "Yes" Members Brown, Hix, and Dickinson. Those voting "No" Members Blair and Sager. 3. SUBDIVISIONS: 3.a. Lababidi-Hurst Boundary Adjustment of Lots 15, 16 and 17, Block 8, Country Club Manor Addition: (Tabled August ~20~, 1985) Bill Van Horn, representing the owners, submitted the Lababidi-Hurst Boundary Adjustment. The owners have expressed difficulty in meeting Item #2 of the staff rec­ ommendation: dedicate a 10' easement along the west bounda­ ry for roadway purposes because this recommendation will result in limited parking for the property owners. The owners have expressed their willingness to dedicate an additional street right-of-way located at the southwest corner of Lot 17 for a minimum 10' radius. Town Engineer Widmer stated that the remainder of Driftwood Avenue should be paved and that it would be extremely difficult to construct the paved street in the existing right-of-way. The 10' easement wuld allow the Town some flexibility an is an attempt to achieve the best possible product. Subdivision Regulations - Update...$10,000 2. UGA Technical Study................................. 1,000 3. Developer's Handbook (Reproduction) 1,000 4. Planning Intern Student........................ 3,500 5. Trail/Path Study........................................ 5,000 6. Aerial Photographs - Update................ 5,000 7. Instate Planning Conferences............. 8. A.P.A. Membership & National Conference................................................ Member Hix read in full a letter submitted by Al Sager, Chairman, Estes Park Planning Commission addressed to Mayor Dannels. The letter requested funds which would allow attendance by the Planning Commission members to the Ameri­ can Planning Association National Conference in 1986. Member Blair moved the 1986 preliminary draft, as amended by Planner Stamey, be favorably recommended to the Town Board. Member Dickinson seconded the motion and it passed unani­ mously . 5. REPORTS; The Urban Growth Area Steering Committee will meet at 7:00 P.M. Tuesday, September 17, 1985 in Room 103 of the Munici­ pal Building. All are urged to attend.
