Property Owners Association, Inc.
The property includes a total of 29 lots with 29 dwelling units.
Big View Acres Subdivision is located north of Estes Park on the
west side of Dry Gulch Road approximately 900 feet north of
existing Town limits. Individual wells and septic systems are
proposed. Mr. Van Horn stated the owners have no desire to annex
the property and the nearest Town water line, which is located in
Lone Pine Acres, would not adequately serve the development. A
Water Augmentation Plan has currently been approved by the Court
System. Mr. Van Horn also stated a log had been compiled on
recorded wells adjacent to Big View Acres; all attempted wells
were successful with water being found in less than 100 feet from
the surface. Water availability will be proven prior to the
final plat being submitted to Larimer County. At the present
time there is no sign of wells depleating nor septic systems
failing. Covenants will be placed directly on the plat stating
there v/ill only be 29 lots with 29 dwelling units. Mr. Giles
Gere, representing E.V.I.A. and Upper Thompson Sanitation Dis
trict, stated the Sanitation District Board voted not to extend
sewer facilities to the north end of Town at the present time due
to lack of funds. However, the developers, at their own expense,
would be able to connect to the Upper Thompson Sanitation Dis
trict System. Mr. Bramwell, President, North End Property Owners
Association, Inc. addressed the Commission emphasizing the
Association's desire to maintain low density in the area. Member
Carmack moved the Estes Park Planning Commission favorably
recommend the Big View Acres Subdivision Sketch Plan to the
Larimer County Planning Department. Member Hix seconded the
motion. Those voting "Yes" Members Carmack, Hix and Brown.
Those voting "No" Members Blair, Komito, Sager and Wood. The
motion failed. Following further discussion, Member Komito moved
Big View Acres Subdivision be favorably recommended to the
Larimer County Planning Commission with the following conditions:
1. The Municipal Water System and the Upper Thompson
Sanitation System be extended to the property.
2. The proximity of the proposed subdivision to Town limits
for future planning and long-term needs of the area be
considered.
Member Blair seconded the motion. Those voting "Yes" Members
Blair, Brown, Hix, Komito, Sager and Wood. Those voting "No"
Member Carmack.

Lieneraann regarding renaming old "Fish Hatchery Road" in
River Estates to "Fall River Avenue." Following discussion, the
Estes Park Planning Commission recommended Mr. Lienemann be
advised that due to the close similarity in names of several
existing roadways containing the name Fall River, the Commission
denied his request and recommended that Mr. Lienemann contact
adjacent property owners and submit another street name, and also
that the entire length of Fish Hatchery Road should have the same
street name.
4.b. Anne Moss, Urban Renewal Authority: Ms. Anne Moss requested
the Planning Commission encourage a coordinated effort to work
together to achieve goals (particularly in the Stanley Park
Development) in a timely fashion. The Estes Park Planning
Commission fully supports coordination/cooperation efforts
between the Urban Renewal Authority and the Planning Commission.
There being no further business, the meeting adjourned.
