LARIMER COUNTY REFERRALS - DISCUSSION:
The Estes Park Planning Commission and Larimer County Planning Director
Henry Baker discussed the current procedures for reviewing Larimer
County Referrals. A lengthy discussion followed. The Planning
Commission recommends that Planner Cole develop some performance
criteria for determining which County Referrals will be reviewed.
The criteria will be given to Larimer County for their information
and can be amended if it becomes necessary. The County agreed to
be responsible for sending out notices to property owners in the
affected area informing them that the decision will be made by the
Larimer County Planning Commission. The County will place a notice
in the Estes Park Trail Gazette regarding public hearings. Director
Baker stated that the County will furnish the Town with 12 copies
of each County referral and will have a County staff person attend
the Estes Park Planning Commission meetings when a County referral
is being considered. The Town and the County will discuss an
intergovernmental agreement and the County will also look at updating
the zoning around the Estes Park area. When responding to the County
referrals, the Planning Commission will give reasons for their
recommendations. Chairman Al Sager moved the Planning Commission
set the boundaries for County referrals to within the Comprehensive
Pian boundaries. Member Margaret Houston seconded the motion and
it passed by the following votes. Those voting "Yes" Members Sager,
Houston, Hix and Wood. Those voting "No" Member Blair. Member John
Carmack abstained from the vote.
COMPREHENSIVE PLAN AMENDMENT REGARDING LARIMER COUNTY:
After a lengthy discussion, it was decided that Henry Baker and Barbara
Cole would attempt to come up with a mutually agreeable change to
the Comprehensive Plan amendment.
LARIMER-WELD COG FUND FOR TECHNICAL ASSISTANCE:
Planner Cole stated that she has requested technical assistance from
the Larimer-Weld Council of Governments to provide the Town with the
necessary data to update our Municipal Code Zoning Ordinance. The
Town of Estes Park has budgeted $15,000 toward this project.
COLORADO HISTORICAL SOCIETY - PARK THEATRE AND BALDRIDGE HOME:
In a letter dated September 16, 1983, from the Colorado Historical
Society, the Planning Commission was notified that the Park Theatre
and the Baldridge Home will be considered by the State Review Board
for nomination to the National Register of Historic Places.

PLANNING COMMISSION AND URA COMMISSION ROLES;
Ms. Anne Moss stated that URA Attorney Jim Windholz suggested guidelines
be developed between the Urban Renewal Authority and the Planning
Commission regarding development, zoning questions, etc. in the Urban
Renewal area. Commissioners Hill and Moss, Planner Cole and Chairman
Sager will meet to discuss the possiblity of electing a Committee
to setup the guidelines.
A.P.A. REGIONAL CONFERENCE - OCTOBER 21, 1983:
Planner Cole stated that the A.P.A. Regional Conference will be held
at the Stanley Hotel on Friday, October 21, 1983, from 10:00-3:30
p.m. Those wishing to attend are: Richard Wood, John Carmack, Rich
Widmer, Anne Moss, Barbara Cole, Margaret Houston, Duane Blair, and
Al Sager.
