STUDY SESSION - REZONING OF PROPERTY BETWEEN HWY. 7 AND CHALET:
Chairman Al Sager conducted a study session on the Larimer County
Referral regarding the rezoning of the property located between
Highway 7 and^the entrance to the Chalet from E Estate to Mobile
Home M-1 Multiple Family. The Commission reviewed the "Items of
Evidence For The Rezoning" and the "Items of Evidence Against The
Rezoning" as presented by Chairman Sager. They also reviewed the
Town Planner's letter of June 15, 1983, the Estes Park Community
Cooperative, Inc. Protective Covenants, the Estes Park Community
Cooperative letter dated June 20, 1983, sent to Jill O'Gara and
the Valley South Residents Association letter dated June 20, 1983
sent to the Estes Park Planning Commission. A discussion followed
on the cost of providing utilities to the proposed project, density
of the project, the enforcement of the covenants, and the overall
impact on the surrounding area. Mr. Jack Hickey presented a new
plat for the property which would provide a density of 2.125 units
per acre - Phase I would include 51 units and Phase II would include 34 units.
Director Baker stated that Larimer County was more concerned about
what the Estes Park Planning Commission felt the impact would be
on Estes Park, rather than what they recommended with regard to
a change in zoning. Chairman Al Sager stated that he felt the
impact to the Town would be very favorable but he did not feel it
was favorable in the proposed area. He stated that he felt the
density was too high in relation to the other housing in the area.
Member Duane Blair stated that it would be very favorable to the
Town. He felt enough of a search had been conducted for property,
without success, and that this area was adequate. Member Steve
Komito stated that this would be of considerable benefit to the
Town and to the neighborhood as well. He stated that he would like
to see a surface drawing or rendering of the proposed development
and stated people would be more willing to accept the project if
they could see what it will look like. Member Margaret Houston
stated that she agreed that it would be a benefit to the Town, but
she did question the location. Ms. Houston also stated that there
was no ideal site. Member Richard Wood stated that he felt this
was a good project and he would like to see it go on to the next
step, but he also stated he would like to see the project again
when it comes through Special Review. Member George Hix stated
that there was a need in the area for affordable housing, but he
had concerns about the neighborhood in this proposed location.
Member Hix also stated that he would like to see an engineer's
perspective of the project, and would also like to see this project
again during the Special Review.

Director Baker asked the Commission for a letter stating what they
felt the impact of this project would be on Estes Park. The
Commission recommends a letter be sent to the Larimer County
Planning Commission.
