ADOPTION OF ADDITIONAL FLOODPLAIN MAPS - PUBLIC HEARING: Director Widmer presented the four floodplain maps of the Beaver Point area numbered BT-4, BT-5, BT-6, and BT-7 and the Ordinance for the Adoption of Additional Official Floodplain Maps (Section 17.51 Estes Park Municipal Code). Chairman Al Sager opened the public hearing on the adoption of these floodplain maps. Those speaking in favor of the adoption: Giles Gere, representing the Estes Valley Improvement Association. Those speaking in opposition, none. No correspondence was received. Chairman Sager declared the hearing closed. Member George Hix moved the Planning Commission favorably recommend to the Town Board adoption of the floodplain maps numbered BT-4, BT-5, BT-6, and BT-7. Member Richard A. Wood seconded the motion and it passed unanimously. SET PUBLIC HEARING DATES FOR REZONING: Member Duane Blair moved the Planning Commission schedule a public hearing on the proposed rezoning of Lots 1-11 and a portion of Lot 13 Mocassin Addition; Lots 1 and 2 Cyteworth Resubdivision; and Lots 21-25 Riverside Subdivision for July 19, 1983, and the Town Board of Trustees schedule a public hearing on the same proposal for July 26, 1983. Member George J. Hix seconded the motion and it passed unanimously. CHILD CARE CENTERS IN AN R-2 ZONE BY SPECIAL REVIEW - PUBLIC HEARING: Chairman Al Sager opened a public hearing on an Ordinance that will allow child care centers in an R-2 Multiple Family Residential District by special review. Those speaking in favor of the Ordinance: Ruth Rathsack and Jeremy Kaecher. Those speaking in opposition: David Delashmutt, who presented a petition with 94 people opposed; Way Frantz, and Jim Wanek. A discussion followed. Member Richard Wood moved that the Ordinance be favorably recommended to the Town Board. Member Steve Komito seconded the motion and it passed unanimously. SPECIAL REVIEW REQUEST NO. 43 - MASSAGE PARLOR - PUBLIC HEARING: Chairman Al Sager conducted a public hearing on Special Review Request No. 43 submitted by Donna Lee Rearick requesting that a massage therapy room be allowed at the Estes Park Health Club which is in a C-1 Commercial zone. Ms. Rearick presented a petition with 146 names of people in favor of the massage therapy room, as well as four letters of personal character reference, and a resume of her qualifications as a massage therapist. Correspondence was received from the following: Town Planner ......................................................... 6/13/83 Member Richard Wood moved that Special Review Request No. 43 be favorably recommended to the Town Board of Trustees. Member George J. Hix seconded the motion and it passed unanimously. PARK HOSPITAL DISTRICT - NURSING HOME LANDSCAPING PLAN: Director Rich Widmer presented the Landscaping Plan for the Nursing Home as submitted by the Park Hospital District. The landscaping plan was requested by the Estes Park Planning Commission during their public hearing of Special Review Request No. 39 for the nursing home facility. Member Duane Blair moved that the landscaping plan as submitted be approved. Member George Hix seconded the motion and it passed unanimously. LARIMER COUNTY REFERRALS: ALBERS EXEMPTION - Mr. Bill Van Horn, representing the Albers Family, presented an exemption request for three parcels, one of 3.82 acres, one of 3.76 acres, and one of 2.55 acres in an E Estate District (a portion of Section 4 T4N, R3W Larimer County, commonly known as Holy Hill). Mr. Van Horn explained that the reason for the exemption is to divide the parcel purchased by the father in 1949 into three parcels - one going to each son. A discussion followed regarding utilities and other public services. Member Duane Blair moved the Estes Park Planning Commission favorably recommend this exemption to the Larimer County Planning Commission for the following reasons: 1. The area has never been a drain on the County, as they provide their own water and road maintenance; and 2. The resulting exemption would be compatible with the adjoining properties. Member George Hix seconded the motion and it passed unanimously. REZONING - Property located between Highway 7 and the entrance to the Chalet (SE% of Section 2, T4N, R73W) from E Estate to Mobile Home M-1 Multiple Family. Mr. Dennis Zwagerman, representing the parties in opposition to this proposed rezoning, requested that this item be tabled because the Estes Park Comprehensive Plan Amendment had not been adopted by Larimer County. Mr. Bill Van Horn, representing the petitioner (the Estes Park Community Cooperative) stated that the rezoning request had been submitted before the Comprehensive Plan Amendment and the County would have to hear the rezoning request regardless of what happens to the Estes Park Comprehensive Plan amend­ ment. Planner Barbara Cole stated that the Town should make comments on this referral, but this is a referral and the real issue rests with the County. The public hearing dates regarding the Estes Park Comprehensive Plan amendment and the rezoning to M-1 Multiple Family are as follows: July 11, 1983: July 13, 1983: Board of County Commissioners 9:00 a.m. - Recommendation on Estes Park Comprehensive Plan Amendment. Larimer County Planning Commission 6:30 p.m. - Final action on Estes Park Comprehensive Plan Amendment.
