URBAN RENEWAL PRESENTATION AND PUBLIC HEARING:
Chairman Al Sager opened a public hearing on the Urban Renewal Plan
for the Town of Estes Park as presented by Frank Gray of Carl A.
Worthington Partnership. Mr. Gray presented the Preliminary Draft
of the Urban Renewal Redevelopment Plan to the Estes Park Planning
Commission. Mr. Gray explained that it is the Planning Commisson's
responsibility to review the documentation and decide if the Plan,
as it is presented, is in conformance with the Comprehensive Plan
of the community. They will then make a recommendation to the Board
of Trustees as to the Plan's compliance with the Comprehensive Plan.
Mr. Gray explained that the Redevelopment Plan is broken down into
four phases - each of which could stand alone. Phase I is a one
to three year program (from date of project financing) and would
focus on the development of the Confluence Park/Plaza area, various
area-wide traffic improvements, enhancements to the pedestrian
environment, and property acquisitions necessary for future phases
of the project - approximate cost for this phase is $5.7 million.
Phase II is a three to five year program which would build upon
the extensive public improvements implemented during Phase I, and
would provide for several joint development projects - approximate
cost is $2 million. Phase III would encompass intermediate range
projects. It is assumed in this phase that new development and
redevelopment opportunity would occur in relation to public
improvements at an approximately cost of $9.4 million. Phase IV
is the long-range development stage and would provide for private
redevelopment opportunities within the redevelopment area. The
approximate cost for this Phase is $4 million. Mr. Gray used several
maps to describe in detail the redevelopment projects for each phase.
A lengthy discussion followed on the different avenues of financing
for each phase. A question and answer period followed Mr._Gray's
presentation. Chairman Al Sager continued the hearing until Thursday,
May 5, 1983, at 1:30 p.m. in the Board Room of the Municipal Building.
A copy of the Downtown Redevelopment Plan is available in the office
of the Town Clerk.
