URBAN RENEWAL AUTHORITY PRESENTATION:
Mr. Frank Gray, of Carl A. Worthington Partnership, appeared before the
Planning Commission, Board of Trustees, and Forward Estes Park Foundation
to give an informal presentation on the benefits of an Urban Renewal
Authority. Mr. Gray explained that an Urban Renewal Authority was
a coordinated plan of investment of both the private and public sectors
of a community. It is a plan that brings improvements together in
a comprehensive way. Mr. Gray stressed a time span of no longer
than 15 weeks in determining the need for an Urban Renewal Authority
and explained that 10-12 weeks was probably adequate time for this
determination. He also stressed community interaction during this
process so that everyone was informed of what was being proposed.
Mr. Gray then outlined the steps of action for the determination
stage- A lengthy question and answer period followed Mr. Gray's
presentation.
