A letter dated January 14, 1981 was received from the Town Engineer/Planner recommending a bike rack be provided. Chairman Sager declared the hearing closed. The applicant agreed to provide a bike rack. Member Margaret Houston moved that Special Review Request #28 be favorably recommended to the Board of Trustees and that the petitioner's offer to provide a bike rack be accepted. Member Wood seconded the motion and it passed by the following votes: Those voting "Yes" Members Duane Blair, George J. Hix, Margaret Houston, Craig W. Meusel, Richard Wood, A1 Sager. Those voting "No" Member Robert E. Burgess. LARIMER COUNTY REFERRAL - ZITTRAUER REZONING REQUEST: Attorney Rodney Hallberg appeared representing Iona Zittrauer in her request to rezone 3.5 acres south of Lot 51, Grand Estates from E-1 Estate to M-Multiple Family which was tabled at the last Planning Commission meeting. Mr. Hallberg explained that Ms. Zittrauer is attempting to correct a miszoning which she feels occurred when the property was changed from open zoning classification to E-1 Estate without her attendance or representation at the meeting. He stated that the property is surrounded by a motel on the north, drive-in theatre on the east, lake on the south and low density residential area on the west and that the proposed M-Multiple Family zoning would provide a "buffer". John Pedas of the Larimer County Planning Department answered several questions regarding county zoning and suggested alternatives to the rezoning such as a Planned Unit Development, different zoning classifications, and annexation. William Marshall, Maynard Brown, Jay Hertzler and Mr. Zimmerman opposed the rezoning request and Mr. Marshall requested a postponement to enable more opponents to appear and represent their views. Attorney Hallberg stated that he had no objection to tabling the matter another month. Member Robert E. Burgess moved consideration of the rezoning request be tabled until the next regular Planning Commission meeting. Member Blair seconded the motion and it passed unanimously.
