Meusel, Richard Wood Attending: Chairman Sager, Members Blair, Burgess, Hix, Houston, Meusel, Wood Also Attending: Mayor Tregent, Town Administrator Hill, Town Engineer/ Planner Widmer, Secretary Van Horn The minutes of the November 18, 1980 Planning Commission meeting were submitted and approved. LARIMER COUNTY REFERRAL - ZITTRAUER REZONING REQUEST: A verbal request was received from Iona Zittrauer's attorney for post­ ponement of consideration of Ms. Zittrauer's rezoning request of a tract of land located west of the drive-in theatre from E-1 to M-Multiple Family. The Larimer County Planning Office advised that it would be postponing action on this matter. Member George J. Hix moved considera­ tion of the rezoning request be tabled until the next Planning Commission meeting. Member Wood seconded the motion and it passed unanimously. REZONING - LOT 1, LIVINGSTON LAKE SUBDIVISION FROM C-2 Ss R-2 TO R-2: Chairman A1 Sager conducted a public hearing on the proposed rezoning of Lot 1, Livingston Lake Subdivision from the existing C-2 Restricted Commercial and R-2 Multiple Family Residential to R-2 Multiple Family Residential. Dale G. Hill on behalf of the Board of Trustees of the Town of Estes Park spoke in favor of the rezoning. No persons appeared speaking in opposition and no correspondence was received. Chairman Sager declared the hearing closed. Member Robert E. Burgess moved the rezoning request be favorably recommended to the Board of Trustees. Member Blair seconded the motion and it passed unanimously. ELK HOLLOW SUBDIVISION 2ND FILING - PRELIMINARY PLAT: Bill Van Horn, on behalf of Valley IV Inc., presented the preliminary plat of Elk Hollow Subdivision 2nd Filing which proposes dividing 6.29 acres in Elk Ridge Addition into thirteen lots. Letters regarding the preliminary plat were received from the following: Light St Power Director ...... 12/05/80 Public Service Company ...... 12/08/80 Town Attorney....................................... . 12/08/80 State Highway Department ..... 12/10/80 Town Engineer/Planner..........................12/11/80 Bill Lamont....................................... . 12/08/80 Mr. Van Horn stated that the utility easements would be provided as requested in the Light St Power Director's and Public Service Company's letters. Considerable discussion followed as to whether or not Elk Ridge Court should be extended to connect with University Drive. From a planning point of view, the streets should be connected but due to the physical terrain, the resulting street would have a 13-15% grade. Mr. Van Horn indicated that an existing spring also poses problems in developing a street. Members of the Planning Commission felt that a visit to the site would increase their understanding of the factors involved and, therefore, member George J. Hix moved the preliminary plat of Elk Hollow Subdivision 2nd Filing be tabled in order to allow the Planning Commission to visit the site. Member Houston seconded the motion and it passed unanimously. Bill Van Horn agreed to mark the proposed cul-de-sac area of Elk Ridge Court and the right-of-way of University Drive abutting Elk Ridge Addition and to notify the Planning Commission secretary when the markings are in. BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Planning Commission - December 16, 1980 - Page Two (2) ROCKY MOUNTAIN NATIONAL PARK RESPONSE TO LARIMER COUNTY OPEN SPACE PLAN: A letter dated November 14, 1980 addressed to the Larimer County Planning Department from Chester Brooks, Superintendent of the Rocky Mountain National Park, was,read. The letter supported the Larimer County Open Space Plan and expressed concern regarding variances granted adjacent to park boundaries which have an adverse effect.
