Burgess The minutes of the August 19, 1980 Planning Commission meeting were sub­ mitted and approved. ORDINANCE REGARDING ILLUMINATED NEON TUBING VACANCY SIGNS: The Board of Trustees referred the proposed ordinance allowing illu­ minated neon tubing "vacancy" and "no vacancy" signs back to the Planning Commission for further study especially with respect to the allowable size. Town Engineer/Planner Widmer reported on a survey of various neon tubed vacancy signs within town limits all of which measured less than 24 square feet in size. Member Craig Meusel moved the ordinance be recommended to the Board of Trustees with Paragraph 9 of Section 17.66.040 amended to read ". . . the area of the sign does not exceed 2.5 square feet per face. . . ." Member Hix seconded the motion and it passed unanimously. AMENDED PLAT - PINE RIVER SUBDIVISION: Bill Van Horn appeared on behalf of owner Lynn Kinnie requesting that consideration of the Amended Plat of the Pine River Subdivision be tabled until the next regular Planning Commission meeting. Member Duane Blair moved the matter be tabled until the October 21, 1980^ Planning Commission meeting. Member Hix seconded the motion and it passed unanimously. DORMITORIES IN THE R-2 MULTIPLE FAMILY RESIDENTIAL ZONING DISTRICT: Town Engineer/Planner Widmer discussed with the Planning Commission present zoning provisions regarding dormitories. He explained that although they were probably intended to be included in the R-2 Multi­ ple Family Residential zoning district, they are not specifically listed. The Town Attorney suggested amending the zoning chapter to allow dormitories in the R-2 zone under special review and to allow an adjustment in the density requirements which would be more applicable to dormitories. Member Margaret Houston moved the Planning Commission recommend to the Board of Trustees that an amendment to the zoning chapter to allow dormitories in the R-2 zone be studied along with possible density adjustments. Member Blair seconded the motion and it passed unanimously. LARIMER COUNTY REFERRALS: BENNETT VARIANCE REQUEST - George Bennett appeared requesting to expand a nonconforming use and a nonconforming building in the T- Tourist zone. He explained that he wished to rebuild his shop which was destroyed by fire and add a garage all of which would be attached to his residence at 2225 Fall River Road. Member George J. Hix moved the variance request be favorably recommended to the Larimer County Board of Adjustment. Member Meusel seconded the motion and it passed unanimously. YOUNGLUND VARIANCE REQUEST - A request was received from Quentin Youndlund to allow a 75’ setback rather than the required 100’ setback for a garage to be located on Lot 44, Block 10, Carriage Hills, 9th BRADFORD PUBLISHING COM DENVER RECORD OF PROCEEDINGS Planning Commission - September 16, 1980 - Page Two (2) Filing. Member Craig W. Meusel moved the variance request be favorably recommended to the Larimer County Board of Adjustment. Member Wood seconded the motion and it passed unanimously. WHYTE VARIANCE REQUEST - A request was received from Biff Whyte to allow a 210 square foot addition to his residence located at 2208 Eaglecliff Road which is a nonconforming use in a T-Tourist zone. Apparently the addition has already been constructed. Member Craig W. Meusel moved a recommendation for denial be forwarded to the Larimer County Board of Adjustment. Member Blair seconded the motion and it passed by the following votes: Those voting "Yes" Members George J. Hix, Craig W. Meusel, Margaret Houston, Duane Blair, Richard Wood. Those voting "No" Member A1 Sager. LARIMER COUNTY OPEN SPACE PLAN: Town Engineer/Planner Widmer reported that he had just received a draft copy of the proposed Larimer County Open Space Plan and that the County Planning Department requested that any comments be sub­ mitted by September 17th. Due to the lack of time allowed for review, the Planning Commission directed Richard Widmer to submit staff comments PLANNING COMMISSION COMMENTS REGARDING INAPPROPRIATE COUNTY ZONING: Members of the Planning Commission agreed with the comments of the Chairman that several areas adjacent to Estes Park are inappropriately zoned which often results in extra effort and costs to property owners who only desire to make improvements to their residences. Although the neighborhood is residential, it is zoned T-Tourist or another zoning district in which single family dwellings are a nonconforming use. Member George J. Hix moved the Town Engineer compose, and the Planning Commission Chairman endorse, a letter reflecting these con­ cerns to the County Commissioners and requesting that the matter receive some attention.
