Burgess The minutes of the April 15, 1980 Planning Commission meeting were submitted and approved. SPECIAL REVIEW REQUEST #24 - STATHAM - SELF STORAGE WAREHOUSES: Chairman A1 Sager conducted a public hearing on Special Review Request #24 submitted by Richard N. and Florence L. Statham requesting to con­ struct and operate two additional self storage warehouses on Lot 3, Block 4, 1st Addition to Lone Pine Acres Addition also known as 621 Lone Pine Drive. Richard Statham appeared explaining his proposal and supporting its approval. Mr. and Mrs. D. D. Shanks and E. R. Smith spoke in opposition and Mr. Shanks presented a petition containing about 25 signatures of property owners and residents of the area opposing the special review request. May 19, 1980 A letter dated May 14, 1980 was read from Town Engineer/Planner Widmer. Mr. Statham and Mr. Smith spoke in rebuttal. Chairman Sager then declared the hearing closed. Member James H. Swickard moved the Planning Commission recommend denial of Special Review Request #24 to the Board of Trustees. Member Sager seconded the motion and it passed by the following votes: Those voting "Yes" Members Duane Blair, Margaret Houston, James H. Swickard, A1 Sager. Those voting "No" Members George J. Hix, Byron L. Graves. MASTER PLAN AMENDMENTS: A public hearing was conducted on several proposed amendments to the Estes Park Comprehensive Plan (Master Plan) which will qualify the plan to be certified according to federal requirements. No persons appeared speaking in favor of or in opposition to the proposed amendments and no correspondence was received regarding the same. Member A1 Sager suggested the following changes to the amendments: ENVIRONMENT Objective IB: The word "prohibit" be changed to "discourage". ENVIRONMENT Objective 2C: Delete the first sentence. Chairman Sager declared the hearing closed. Member Margaret Houston moved that Member Sager's suggestions be included in the amendments and introduced the following resolution and moved it be passed and adopted: resolution BE IT RESOLVED: That the Estes Park Comprehensive Plan, also known as the Estes Park Master Plan, dated May 17, 1977 and amended by the Estes Park Planning Commission on July 18, 1978, be and the same is hereby amended BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Planning Commission - May 20, 1980 - Page Two (2) by adopting the attached amendments marked:"Exhibit A". Member Blair seconded the motion and it passed by the following votes: Those voting "Yes" Members Duane Blair, Byron L. Graves, George J. Hix, Margaret Houston, James H. Swickard, A1 Sager. Those voting "No" none. ILLUMINATED NEON TUBING VACANCY SIGNS: Building Inspector Stan Jones reviewed with the Planning Commission the Town Attorney's letter dated May 8, 1980 regarding the regulation of neon tubing "vacancy" and "no vacancy" signs. Under the present sign code, illuminated neon tubing vacancy signs are not included in the "permits not required" section and, therefore, will not be allowed as of February 1981. The Commission discussed the necessity of this type 0-^ sign being neon tubed and whether or not other neon tubing signs advertising products should be permitted. Member James H. Swickard moved the Town Attorney be directed to prepare an amendment to the Municipal Code allowing illuminated neon tubing "vacancy" and no vacancy" signs of a maximum size of 150 square inches. Member Blair seconded the motion and it passed unanimously. Member Margaret Houston excused herself from the meeting. LARIMER COUNTY REFERRAL: GOODMAN VARIANCE REQUEST - David Habecker appeared on behalf of Clint and Fran Goodman requesting a 9' side yard setback rather than the required 50' for the residence located at 885 Rams Horn Road. Mr. Habecker explained that the owners wish to add a "sun space" to the south side of the house to increase the heating efficiency. Mr. Habecker also mentioned that a second story will be added to the resi­ dence but it will not encroach further upon the setback than the first story. A letter dated May 1, 1980 was read from the south adjacent property owner, Phil Martin, stating that he had no objection to the addition which he believed would leave a setback of 17'. Member George Hix moved the following public hearings be scheduled for a rezoning roquest of portions of Lot 37, White Meadow View Place and Lot 6, Manford Addition from C-2 to C-1: Planning Commission . Board of Trustees . . . .... June 17, 1980 . • . . . June 23, 1980 Member Graves seconded the motion and it passed unanimously.
