Burgess , The minutes of the January 15, 1980 Planning Commission meeting were submitted and approved. ANNEXATION OF PORTION OF FALL RIVER ESTATES - INFORMAL PRESENTATION: Tom Brown appeared on behalf of D. A. Lienemann informally proposing annexation of twelve lots in Fall River Estates Subdivision comprising approximately 34 acres. The reasons stated for annexation were that a C-2 zoning classification would more nearly provide for the uses planned for the area, and local control would provide more economical and better development. Mr. Brown explained that this annexation woul have to occur in stages in order to meet the one-sixth contiguity re­ quirement. Members of the Planning Commission discussed an alternative zoning of R-2 Multiple Family Residential, responsibility of street maintenance, and also having the narrow portions of lots between Fall River and Highway 34 dedicated for open space. SIGN SPECIAL EXCEPTION - STANLEY HOTEL: Chuck Manning appeared and submitted a blueprint as a part Stanley Hotel's application for a special sign a°^°r^J2?siLd Section 17.66.330 of the Municipal Code which would allow the , free-standing sign in front of the Stanley Hotel to remain. He explained that the application was not complete and requested the hearing be con- tinned in order for additional information to be submitted with the ap plication. Member Margaret Houston moved the hearing be continued until the next regular meeting of the Planning Commission. Member Graves seconded the motion and it passed unanimously. PROPOSED SUBDIVISION CODE CHANGES: Town Enaineer/Planner Widmer reviewed several proposed changes to the sSMivSISrchap?Sfcf the Municipal Code. Tom Brown commented favorably IfproposedPchanges and Giles Gere of the Upper Thompson Sanitation District requested additional time to study the changes and agreed to meet with the Town Engineer/Planner in a week to ®U|^SJrdi- Member Graves moved that the Town Attorney be directed to draw jn ordi “^incorporating these _proposed changes. Member Hix seconded the motion and it passed unanimously. LARIMER COUNTY REFERRALS: MANrETqEN VARIANCE REQUEST - Dick Mangelsen appeared on behalf of the“requisfinf a variance to allow additions -^o^^iS^Sn0" SS^SIbins cabins located on Lot 15, Greeley-Boulder Colony Subdivision. The cabins are presently nonconforming because they are not located 100 back fro of^nterline of Spur 66. Mr. Mangelsen explained that the addition ffired within Tiwn limits. Member James H. Swickard moved the variance request be favorably recommended to the Larimer County Board of Adjustment. Member Blair seconded the motion and it passed unani­ mously. CENTRAL BUSINESS DISTRICT PRESENTATIONS; The following persons presented comments regarding the Central Business District Plan: 1. 2. 3. 4. 5. GE^LD SWANK - Expressed criticism toward the CBD plan because, in his opinion, it treats a 65 day problem as if it were a 365 day problem. He presented a plan with the following main recommendations: Implement highway signing which will more adequately direct traffic. Hire a trained traffic engineer to redesign the intersection of Moraine Avenue, Highway 36 and Crags Drive. Form a downtown beautification district to achieve architectural compatibility among downtown businesses. Remove parking on Elkhorn Avenue during the extremely busy season between Alpine Pharmacy and Lord Latigo. Lease and/or buy 15+ acres owned by Bill Myers at the northeast corner of the intersection of Highways 34 and 36 and build a theatre, convention center and additional parking. 6. Implement a summer shuttle service which is free. LEE KEMPER - Emphasized transportation as the main problem. He explained necessity of getting people to Estes Park and around Estes Park. JULIAN EBERSOLD - Discussed successful and unsuccessful mall projects. Bob Peterson and Jerry Spencer spoke again concerning the need for a convention center and to keep the economy viable ?ea?-roSnS!
