Swickard Attending:Chairman Sager, Members Blair, Burgess, Graves, Hix, and Swickard Also Attending: Town Administrator Hill, Town Engineer/Planner Widmer, Secretary Van Horn Absent: Member Houston The minutes of the November 20, 1979 Planning Commission meeting were submitted and approved. EARLEE ADDITION - ANNEXATION ZONING - SET PUBLIC HEARINGS: Member Duane Blair moved the following public hearings be scheduled for consideration of the zoning and annexation of the proposed Earlee Addition: Planning Commission . . . January 15, 1980 Board of Trustees .... January 22, 1980 Member Hix seconded the motion and upon roll call the motion unanimously carried. AMERICAN SOCIETY OF PLANNING OFFICIALS - PLANNING ADVISORY SERVICE: Town Engineer/Planner Widmer recommended the Town join the American Society of Planning Officials (ASPO) which offers a planning advisory service and research as well as issuing reports, newsletters and maga­ zines relating to planning. The annual dues would total $195. Member Swickard moved the Town join ASPO on a trial basis for one year and that the Town Engineer/Planner report in November 1980 regarding the benefits derived from membership in the ASPO. CENTRAL BUSINESS DISTRICT STUDY: The Planning Commission officially received the Central Business District study by Briscoe, Maphis, Murray & Lament dated October 1979. A public meeting to discuss the Central Business District study was scheduled for January 14, 1980 at 7:30 p.m. In order to encourage public participation, the Planning Commission recommended several copies of the plan be availa­ ble at the Library and that a copy be sent to each of the following local organizations and news media: Chamber of Commerce Board of Realtors Accommodations Association Business &Professional Women EVIA Merchants' Association ELECTRONIC VOTING SYSTEM: AARP KSIR Trail - Gazette Rocky Mountain National Park Superintendent Member Robert E. Burgess moved the Planning Commission utilize the electronic voting system as soon as possible. Member Swickard seconded the motion and upon roll call the motion unanimously carried. BRADFORD PUBLISHING COM DENVER RECORD OF PROCEEDINGS Planning Commission - December 18, 1979 - Page Two (2) LARIMER COUNTY REFERRALS: ALLELY VARIANCE REQUESTS - Paul Kochevar of Estes Park Surveyors appeared on behalf of John Allely requesting a variance to allow a single family residence in a T-Tourist zone and to allow three lots (which are undergoing the exemption process) which will not have frontage on a public right-of-way. Member Swickard moved the Planning Commission recommend to the Larimer County Board of Adjustment that the request to allow a single family dwelling in the T-Tourist zone be approved. Member Hix seconded the motion and it passed unanimously. Member Swickard then moved that a variance be granted to allow three lots to be created which do not front on a public right-of-way. Member Blair seconded the motion and upon roll call it passed unanimously. The Planning Commission reflected on the number of variances referred by the County which are necessitated by improper zoning. Member Sager moved the Estes Park Planning Commission strongly urge the Larimer County Planning Commission to reevaluate the zoning classifications in the Estes Park area. Member Hix seconded the motion and upon roll call the motion passed unanimously. NEWELL VARIANCE REQUEST - A request was submitted by Don and Winifred Newel to convert a portion of an existing garage into a guest house on Lot 2, Division 5, High Drive Heights which contains less than 2J acres. Because no additional building space is needed, Member Robert E.Burgess moved the variance be favorably recommended to the Larimer County Board of Adjustment. Member Graves seconded the motion and upon roll call the motion unanimously carried. There being no further business, the meeting adjourned. \ Joan^Van Horn, Secretaryu
