Burgess, Byron L. Graves, George J. Hix, Margaret Houston, James H. Swickard Attending: All Also Attending: Town Administrator Hill, Town Engineer/Planner Widmer, Secretary Van Horn The minutes of the October 16, 1979 Planning Commission meeting were sub­ mitted and approved. Chairman Sager welcomed Robert E. Burgess as a new member of the Estes Park Planning Commission. CONNELLY ADDITION - ANNEXATION & ZONING: Chairman Sager conducted a public hearing on the annexation and zoning of the proposed Connelly Addition which is located immediately west of Village Acres. Bill Van Horn presented the annexation map and requested R-Residential zoning on behalf of the Connelly family. Letters regarding the proposed annexation and zoning were received from the following: Water Superintendent Light 8s Power Director Town Engineer/Planner October 22, 1979 October 1, 1979 November 2, 1979 Member James H. Swickard moved the Connelly Addition be favorably recom­ mended to the Board of Trustees subject to the following conditions: 1. Ten foot (10') utility easements be provided on the south, east, and west property lines. 2. The waterline easement and road easement be shown as separate easements. 3. A 33.12' right-of-way be dedicated for Concord Lane. 4. A statement be provided on the plat to the effect that the owners will be responsible for paying one-half the costs of con­ structing and paving the road if and when the Town decides con­ struction of the road is necessary. 5. The sixth line of the legal description of the dedication be corrected to include "a distance of 67.05 feet" following "thence S 45051'E ", and an explanation of the bearings and distances in parentheses be added to the legend. 6. The pins be set prior to Town Board approval. Member Hix seconded the motion and upon roll call the motion unanimously carried. No other persons appeared speaking in favor of or in opposition to the proposed R-Residential zoning. Chairman Sager declared the hearing closed, Member Margaret Houston moved R-Residential zoning for the Connelly Addition be favorably recommended to the Board of Trustees. Member Hix seconded the motion and upon roll call the motion unanimously carried. EAST PARK SUBDIVISION - PRELIMINARY PLAT: Bill Van Horn, representing Michael Haber, presented a revised prelimi­ nary plat of East Park Subdivision which proposes dividing Lots 1 & 2, Block 8, 1st Addition to Lone Pine Acres into thirteen commercial lots. The revised plat provided a 12' ingress/egress paved lane along Dry Gulch Road. November 15, 1979 Members of the Planning Commission discussed at great length the number of curb cuts possible with the proposed twelve lots along Dry Gulch Road and whether or not the proposed 12' ingress/egress lane would be an ade­ quate traffic solution. Member Byron L. Graves moved the preliminary plat of Estes Park Sub­ division be approved subject to the conditions of the letters from Public Service Company, Upper Thompson Sanitation District, Water Superintendent, and Larimer County Engineer. Chairman Sager declared the motion "dead" for lack of a second. Member Burgess commented that the ingress/egress lane would not be an adequate traffic solution and recommended a frontage road be provided instead and moved for denial of the preliminary plat of East Park Subdivision. Member Swickard seconded the motion and it passed by the following votes: Those voting "Yes" Members Robert E. Burgess, Duane Blair, George J. Hix, Margaret Houston, James H. Swickard, A1 Sager. Those voting "No" Member Byron L. Graves. LARIMER COUNTY REFERRALS: FALL RIVER ESTATES P.U.D. - Tom Brown presented the preliminary plat of the Fall River Estates Condominiums -East which proposes three four-unit condominiums on Lot 35, Block 1, Amended Plat of Fall River Estates Sub­ division consisting of 3.02 acres. A letter dated November 13, 1979 from the Town Engineer/Planner was read into the record. Member Duane Blair moved the preliminary plat of Fall River Estates Condominiums -East be recommended for approval to the Larimer County Planning Commission. Member Houston seconded the motion and it passed by the following votes: Those voting "Yes" Members Blair, Burgess, Hix, Houston, Graves, Sager. Those voting "No" none. Member Swickard abstained with permission from the Planning Commission due to a possible conflict of interest. There being no further business, the meeting adjourned. y7/iA> Joati/Van Horn, Secretary
