HomeMy WebLinkAboutMINUTES Planning Commission 1979-08-21II BRADFORD PUBLISHING COM DENVER RECORD OF PROCEEDINGS Planning Commission yAugust 21, 1979 Commission:Chairman Sager, Members Blair, Graves, Hix, Houston, Rumley, and Swickard Chairman Sager, Members Blair, Houston, Rumley and Swickard Attending: Also Attending: Town Administrator Hill, Town Engineer/Planner Widmer Absent Members Graves and Hix, BOARD OF ADJUSTMENT: The Estes Park Planning Commission proceeded to hold a public hearing regarding a proposed amendment to section 17.72.040 of the Municipal Code. There were no persons present speaking in favor of or in opposition to the proposed ordinance. There was no correspondence received. Member Houston moved the proposed ordinance be favorably recommended to the Board of Trustees. Member Swickard seconded the motion and upon roll call the motion passed unanimously. MOUNTAIN TECHNOLOGICAL CENTER: A petition from Mr. Robert Bigler, owner of Mountain Technological Center subdivision, requesting a variance allowing a paved 50 foot radius rather than paving the full 60 feet. Town Engineer/Planner Widmer recommended the variance be allowed. Member Swickard moved the variance be favorably recommended to the Board of Trustees and that the Planning Commission finds the following facts with respect to the request: 1. That there are special circumstances or conditions affecting the property; 2. That enjo3onent of a 3. ROMER ADDITION: In regard to a annexation petition filed on behalf of the Romer Addition to the Town of Estes Park, Member Blair moved Public Hearings regarding zoning the parcel R-2 Multi-family residential district be scheduled for September 18th Planning Commission and September 25th Board of Trustees. Member Rumley seconded the motion and upon roll call the motion unanimously passed. Mr. Bill Carr representing the Romer Addition requested the above Public Hearing be vacated and that the annexation process be tabled due to a sanitation problem. Member Rtimley moved the Romer annexation be tabled and that the Public Hearings set for September 18th and September 25th be cancelled. Member Blair seconded the motion and upon roll call the motion unanimously carried. PALMER ADDITION: Town Engineer/Planner Widmer's letter of August 10th recommends the zoning of the Palmer Addition be R-Residential rather than the R-1 Residential as stated in the annexation petition. Mr. Bill Carr representing the Palmer Addition stated that the owner, Mr, Gerald Palmer, was in agreement with the R-Residential zoning. Member Swickard moved that Public Hearings be set for R-Residential,zoning of the Palmer Addition on September 18th for the Planning Commission and September 25th for the Board of Trustees. PARK SUBDIVISION; Van Horn Engineering requested the East Park Subdivision be tabled. Member Blair moved the preliminary plat of East Park Subdivision be tabled. Members Houston seconded the motion and upon roll call the motion passed unanimously, BRADBURY RESUBDIVISION: A petition dated July 30, 1979 requesting the subdivision regulations as provided for in Section 16 of the Municipal Code be waived and that a division of Lot 2, Block 3, 1st resubdivision of Lone Pine Acres (Bradbury Resubdivision) be permitted. Letters as follows were presented to the Commission: Mr, Robert Dekker, Light & Power Department, Mr, Richard Widmer, Town Engineer/Planner, , August 3, 1979 August 9, 1979 Mr, Bill Carr representing the Bradbury Resubdivision stated that all provisions of the above letters have been complied with and that the power line serving this area will be moved. Member Blair moved the petition for an exception to the Municipal Code be favorably recommended to the Board of Trustees and that the Planning Commission finds the following facts with respect to the request: 1, That there are special circumstances or conditions affecting the property; 2, That the exception is necessary for the preservation and the enjo3mient of a substantial property right of the petitioners; 3, That the granting of the exception will not be materially detrimental to the public welfare or injurious to other property in the neighborhood in which the property of the petitioners is situated or in conflict with the purposes and objectives of Title 16 of the Municipal Code, Member Rtmiley seconded the motion and upon roll call the motion carried unanimously, NOTIFICATION - DIVISION OF LAND: Member Blair moved the Town Attorney be instructed to amend the Municipal Code to provide for proper notification of adjacent property owners prior to all divisions of land (lot splits) and boundary adjustments. Member Houston seconded the motion and upon roll call the motion unanimously carried. 1980 BUDGET: The Planning Commission discussed the 1980 budget as it may apply to planning. The Commission was in favor of completing the Base Map Project (production of topographic base maps) at a cost of $30,000, There being no further business, the meeting adjourned.
