BRADFORD PUBLISHING CO.» DENVER RECORD OF PROCEEDINGS Planning Commission June 20, 1978 Page Two (2) STREET & STEELE - SPECIAL REVIEW REQUEST #17: A public hearing was conducted on a request submitted by property owner William Street and lessee Kellie Steele to permit a residential use of 215 East Riverside Drive which is zoned C-1 Commercial. Kellie Steele spoke in favor of the request. No one spoke in opposition and no correspondence was received regarding the same. Chairman Sager declared the hearing closed. Member James Swickard moved that Special Review Request #17 be favorably reco^ended to the Board Member Rumley seconded the motion and upon roll call the motion unani mously carried. ROCK ACRES SUBDIVISION - FINAL PLAT: Neil Rosener presented a final plat of Rock Acres Subdivision along with fle?tL dated June 17, 1978 to legally establish a previous illegal division of Rock Acres Addition. The subdivision proposes three lots of 9.582, 4.061 and 2.384 acres. Correspondence regardi g the final plat was received from the following. Member Margaret Houston moved the lot split be favorably recommended to the Board of Trustees subject to an easement being provided for a powerline tract 1 and a final plat being submitted Pr^or ,to,fact^ meeting; also that the Planning Commission finds the following facts with respect to the request: 1. That there are special circumstances or conditions affecting the property; 2. DRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Planning Commission June 20, 1978 Page Four (4) PERMITTED USES BY SPECIAL REVIEW IN CERTAIN ZONES: The Planning Commission discussed whether it desired uses permitted by special review in each zoning district to be allowed only if speci­ fied for each particular zone or whether a "lower" zone should allow uses permitted by special review in a "higher" zone by right or by special review. The Planning Commission unanimously recommended the Town Attorney be directed to amend the zoning chapter clarifying that uses permitted by special review in a particular zone would only be allowed if specifically stated in that section of the Municipal Code as being a use permitted by special review. REPORTS: The Planning Commission conducted a study meeting on May 24, 1978 re­ garding current off-street parking requirements and concluded that a central business district study would provide considerable.assistance and guidance in the development of the downtown area as well as parking needs, problems and alternative solutions. Member A1 Sager moved the Planning Commission recommend to the Town Board that such a study be conducted. Member Houston seconded the motion and upon roll call the motion Unanimously carried.
