LOT SPLIT - SCHROEDER - LOTS 9, 10, 11, GRAND ESTATES: At the request of Mr. Schroeder, consideration of the land division of a portion of Lot 9, 10, and 11, Grand Estates Subdivision, will be tabled until further notice. LOT SPLIT - BOOTH - LOTS 3, 4, ELKHORN ESTATES: Mr. George Booth appeared before the Planning Commission with an in­ formal presentation to divide lots 3 and 4 of Elkhorn Estates into two parts each rather than resubdividing as proposed on August 16, 1977. He also submitted a formal petition to be considered at the next Planning Commission meeting. REZONING - BOND - PORTION OF BLOCK 10, TOWN-OF ESTES PARK: Member Sager moved a public hearing on the rezoning request submitted by Frank C. Bond and Florence C. Bond for two parcels in Block 10, Town of Estes Park, be set for October 18, 1977. Member Wagner seconded the motion and upon roll call the motion unanimously carried. CHAPTER 16 - AMENDMENTS: Tom Brown appeared suggesting revisions for portions of Chapter 16 of the Municipal Code as outlined in his letter of August 12, 1977. The Planning Commission tabled the matter until the next meeting in order that these suggestions as well as any other needed revisions could be reviewed by the Town Engineer. NORTH END PROPERTY OWNERS ASSOCIATION LETTER: A letter was received and read aloud from the North End Property Owners Association dated August 16, 1977 regarding its opposition to the re­ zoning petition submitted by Boles, Ritchie, and Youndlund for a por­ tion of land north of Town to be used as a cemetary. LARIMER COUNTY-REZONING & VARIANCE REQUESTS- FALL RIVER ESTATES: The Planning Commission considered two petitions from D. A. Lienemann to rezone a major portion of Fall River Estates from T-Tourist to R -Residential, and to allow a variance in the permitted use and side yard setback requirements for lots 1 and 2 of Fall River Estates. Member Sager moved the rezoning petition be favorably recommended to the Larimer County Planning Commission. Member Wagner seconded the motion and upon roll call the motion unanimously carried. Member Sager then moved the variance request be recommended for denial to the Larimer County Planning Commission. Member Blair seconded the motion and upon roll call the motion was defeated by the following votes: Those voting "Yes" Members Sager, Blair, Petrocine. Those voting "No" Members Hix, Sutter, Wagner. BRADFORD PUBLISHING COM DENVER RECORD OF PROCEEDINGS Planning Commission September 20, 1977 Page Two (2) OFF-STREET PARKING: The Planning Commission discussed the previous work study sessions regarding off-street parking and Member Wagner moved the following changes to the off-street parking ordinance be recommended to the Board of Trustees: 1. Provide for a five (5) year payment schedule without interest for "in lieu of" payments for off-street parking. 2. Amend the code so that some method of establishing the cost of off-street parking can be applied to the per space cost to the developer in an equitable manner. 3. Hire Bill Lament of the firm Brisco, Maphis, Murray and Lament to study and recommend whether or not it would be practical to consider a possible amendment to the zoning code that would change the off-street parking requirements for the central business district. Member Sutter seconded the motion and upon roll call the motion passed by the following votes: Those voting "Yes" Members Blair, Sager, Sutter, Wagner, Petrocine. Those voting "No" Member Hix.
