HomeMy WebLinkAboutMINUTES Planning Commission 1976-09-21BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Planning Commission ySeptember 21, 1976 Commission: Chairman Petrocine, Members Blair, Hix, Sager, Graves, Sutter, Wagner Attending: Chairman Petrocine, Members Blair, Sager, Sutter, Wagner Also Attending: Town Engineer/Planner Van; Horn ! : ■ Absent: Members Hix and Graves, Secretary Hill , It was moved, seconded and carried the minutes of August 17, 1976 ibe approved. i REZONING - TAYLOR/SCHELL - TRACT 79, FALL RIVER ADDITION: Chairman Petrocine proceeded to conduct a [public hearing on the pro­ posed rezoning of Tract 79, Fall River Addition from the existing |r-2 Multiple Family Residential to C-2 Restricted Commercial. Attorney Joseph P. Jenkins appeared representing petitioners Richard and Anifred Taylor, and John and Helen Schell. Homer Clements and Lester Caswell, adjacent property owners, also appeared speaking in favor of the i rezoning request. There were no persons present speaking in opposition to the rezoning. A letter dated September 20, 1976 from Town Planner/ Engineer Van Horn was read into the record whereupon Chairman Petrocine declared the hearing closed. Member Sutter moved the rezoning be favorably recommended to the Board of Trustees. Member Wagner seconded the motion. Upon roll call the motion unanimously carried. j I SPECIAL EXCEPTION (SIGN CODE) - WALKER/STANGER - PUBLIC HEARING (CONT'D) j i Richard and Ola Stanger, dba the Park Theatre, appeared stating that a solution had been reached without requiring a special exception and, therefore, would withdraw their petition, j SUBDIVISION IDENTIFICATION SIGNS AND MOTOR VEHICLE SIGNS: Town Planner/Engineer Van Horn recommended that an amendment allowing subdivision identification signs be drafted and that it include the following: 1. 2. Signs, identifying but not advertising subdivisions^ be allowed. The signs be allowed in the street right-of-way provided 3, 4, 5 a. They be at least 10 feet from the traveled way b. If the sign is in the form of a gateway, at least 16 feet of vertical clearance be provided. c. Subdivision signs have same requirements concerning sight distances at intersections as do other signs. If the sign is on private property, an easement for[it be provided and recorded prior to erection. Maximum size for subdivision identification signs be 36 square feet. [ The persons or incorporation applying for the permit be made responsible for the maintenance of the sign. Member Wagner moved that the Town Attorney prepare an ordinance amending the Sign Code to include the above stated!provisions and that a public hearing on the proposed ordinance be set tor the next Planning Commission meeting on October 19, 1976. Member Sager seconded the motion. Upon roll call the motion unanimously carried. BRADFORD PUBLISHING COM DENVER RECORD OF PROCEEDINGS Planning Commission September 21, 1976 Page Two (2) Town Planner/Engineer Van Horn also recommended an amendment to the Sign Code which would require motor vehicle signs to be painted or permanently attached to the vehicle and which would not project | further than one inch. Member Sager moved!that the Town Attorney include this provision in the ordinance amending Chapter 17.66 and that it also be scheduled for public hearing at the next Planning Commission meeting on October 19, 1976. 30' BUILDING HEIGHT LIMITATION: The Commission discussed the current 30' building height limitation as to its reasons for adoption, its effect} on building and real estate costs, and possible advantages and disadvantages of increasing it. The Planning Commission then directed Planner Van Horn to obtain more information regarding increasing the building height limitation and its various advantages and disadvantages. | j LARIMER-WELD COG GOALS AND OBJECTIVES: Bob Lord of Lord 8c Associates, stated that} they had reviewed the i Larimer-Weld Council of Governments goals and objectives and found them to be generally in accordance with the Town's goals and objectives, He said several of the goals and objectives were written as regulations rather than guidelines and many were beyond the scope of the Town to regulate. Bob Lord suggested and the Planning Commission recommended that he draft a letter endorsing the Larimer-Weld COG goals and ob­ jectives with a few rewording suggestions,! send the letter to the | Town staff for review, and then have the letter delivered and pre­ sented by the Town's COG representative. MASTER PLAN: Bob Lord reported they have completed reviewing the plan with affected agencies and that the plan is in the final drafting stage. i There being no further business, the meeting adjourned Joan van Horn,u )TAA— Acting Secretary
