It was moved, seconded and carried the minutes of July 20, 1976 be
approved. !
REZONING - HEWITT - LOT 4, SOUTH SAINT VRAIN ADDITION:
Chairman Petrocine proceeded to conduct a public hearing on the pro
posed rezoning of Lot 4, South Saint Vrain Addition from the existing
R-2 Multiple Family Residential to C-2 Restricted Commercial. No
persons appeared speaking in favor of the request, however, a letter
dated.August 9, 1976 was received from Ruth Bastien supporting the
petition. Glenn Prosser appeared speaking in opposition and letters
of opposition were received from Maurice and Martha Abel, and Clyde
and Kathryn Clark dated August 10, 1976. Chairman Petrocine declared
the hearing closed. Member Blair moved the rezoning petition be
recommended for denial to the Board of Trustees. Member Sager seconded
the motion. Upon roll call the motion unanimously carried.
BOEHMER - SPECIAL REVIEW REQUEST #8 - PUBLIC HEARING:

Chairman Petrocine conducted a public hearing regarding Marvin and
Lila Boehmer's special review request to construct and operate a
grooming and boarding kennel for dogs on aj tract of land located in
Community Addition along Fish Creek Road. ! Willard Bair, Engineer,
discussed details of the plan and spoke ini favor of the request. The
following persons appeared speaking in opppsition to the special review

Letters of opposition were received from the Greater Fish Creek Area
Association and Little Valley Owners Association both dated August 17,
1976. Main objections to the proposed use!were excessive noise and
odor, inadequate water supply and sanitation facilities, location within
a floodplain, and the desire of area property owners to have the area
become a greenbelt. Letters from the Town|Water Superintendent and
Town Planner/Engineer dated August 11, 1976 were entered into the record,
Willard Bair spoke in rebuttal whereupon Chairman Petrocine declared
the hearing closed. Member Graves moved that Special Review Request #8
be recommended for denial to the Board of Trustees. Member Hix seconded

the motion. Upon roll call the motion unanimously carried.
SPECIAL EXCEPTION (SIGN CODE) - WALKER, STANGER - PUBLIC HEARING:
Chairman Petrocine held a public hearing on a special exception appli
cation submitted by R. L. Stanger and Vic Walker according to section
17.66.330 of the Municipal Code. The applicants requested special
exceptions for the existing Park Theatre signs. Vic Walker, Richard
Stanger, Ola Stanger, and Paul Van Horn spoke in favor of the special
exception request. There were no persons jpresent speaking in opposi
tion. Clint Fairchild, Zoning Administrator, offered comments regarding
the request and his letters of July 20, 1976 and August 4, 1976 were
entered into the record. Chairman Petrocine declared the' hearing closed.
Discussion followed concerning the Planning Commission's authority to
grant exceptions on all the existing signs and whether or not the
illegal nonconforming signs could be brought into conformance with the
Code and, therefore, allowing the other legal nonconforming signs to
remain until 1981. The applicants agreed [that a possible solution
could be reached without requiring a special exception whereupon Member
Sager moved the Planning Commission withhold action on the application
at this time and that the hearing be continued. Member Hix seconded
the motion. Upon roll call the motion unanimously carried.
REZONING - TAYLOR & SCHELL - TRACT 79, FAIiL RIVER ADDITION:
A petition submitted by John E. and Helen jSchell and Richard and
Anifred Taylor requesting a zoning change [from R-2 Multiple Family
Residential to C-2 Restricted Commercial District of Tract 79, Fall
River Addition was presented to the Planning Commission. Chairman
Petrocine set September 21, 1976 as the date for public hearing before
the Estes Park Planning Commission.
SUBDIVISION IDENTIFICATION SIGNS:

Town Engineer/Planner Van Horn submitted recommendations for discussion
regarding subdivision identification signs. Included in ,his recommenda
tions were that such signs be built and maintained privately, that the
size be limited, that should signs be allowed within the right-of-way
that adequate distance and clearance are allowed for snow removal, and
that should the right-of-way be needed for public purpose that it would
be the responsibility of the home owner's [association to remove or alter
the sign. The Planning Commission further discussed the recommendations,
whether or not to allow subdivision signs [within the right-of-way, and
the possibility of requiring signs of remote subdivisions to be located
on private property upon which a permanent easement would have been ob
tained. The Commission then directed the [Town Planner to refine the
ideas discussed and resubmit a subdivision identification sign proposal
at the next Planning Commission meeting.
LARIMER-WELD COG GOALS AND OBJECTIVES:
on matters of regional con-The Larimer-Weld COG goals and objectives _
cern were submitted to the Planning Commission for its review. Accord
ing to the State, a Municipality may adopt all or any portion of these
regional goals which would then become a piart of the Municipal Master
Plan. The Planning Commission referred trie document to Lord and
Associates for their consideration in completing the Master Plan.
MASTER PLAN:
A written report of recommendations regarding the Master Plan draft
made by Larimer County Planning Department and various other agencies
was submitted to the Planning Commission for its review.
There being no further business, the meeting adjourned.
