ELECTION OF CHAIRMAN: Member Hix nominated N. T. Petrocine for 1:he office of chairman. Mem­ ber Blair seconded the nomination. Upon voting, the nomination unani­ mously carried. LOT SPLIT - PRESBYTERIAN CHURCH OF ESTES PARK - COMMUNITY ADDITION: Attorney Joseph P. Jenkins appeared representing the Presbyterian Church of Estes Park, Colorado in its request for a division of a 26 acre tract of land in Community Addition into an 11 acre tract and a 15 acre tract. Dr. Michael S. Wepprich also spoke on behalf of the Presbyterian Church. Member Wagner moved jthe lot division be recom­ mended to the Board of Trustees for approval and that the Planning Commission finds the following facts with respect to the request: 1) That there are special circumstances or conditions affecting the property; 2) That the exception is necessary for the preservation and the enjoyment of a substantial property right of the petitioner; 3) That the granting of the exception will not be materially detrimental to the public welfare or injurious to other pro­ perty in the neighborhood in which the property of the peti­ tioner is situated or in conflict with the purposes and ob­ jectives of this title. Member Hix seconded the motion. Upon roll call the motion unanimously carried. I i PRESBYTERIAN CHURCH OF ESTES PARK - SPECIAL REVIEW REQUEST #6: Chairman Petrocine proceeded to conduct a public hearing regarding the Presbyterian Church of Estes Park, Colorado's special review request to construct a nursing home and retirement housing in the Community Addition. Attorney Joseph Jenkins, representing the Presbyterian Church, Key Investors, and Park Hospital District spoke in favor of the request. Reverend Mel Kessinger, Bob Bemiss repre­ senting E.V.I.A., and Howard Young also spoke in favor of the request. There were no persons present speaking in{opposition to the request. Town Engineer/Planner Van Horn explained that the special review request includes the entire 15 acre tract iyet the site plan submitted includes only the 5 acres involving the nursing home. Any additional developments or changes from what is submitted on the site plan, therefore, will require special review procedure. Chairman Petrocine declared the hearing closed. Member A1 Sager moved the Special Review Request #6 be recommended to the Board of [Trustees for approval. Mem­ ber Wagner seconded the motion. Upon roll call the motion unanimously carried. BRADFORD PUBLISHING COM DENVER RECORD OF PROCEEDINGS Planning Commission April 20, 1976 Page Two (2) LARIMER COUNTY POLICY PLAN: Dennis Swain of the Larimer County Planning Department distributed copies of the Larimer County Policy Plan which is the result of two years of Planning staff and citizen effort. A public meeting to discuss the plan will be held in the Municipal Building of Estes Park on April 29, 1976 at 7:30 p.m. He stated:that written comments from the Estes Park Planning Commission are welcomed and should be submitted prior to May 19th at which time the Larimer County Planning Commission will consider the plan. Giles Gere suggested that the Planning Com­ ission pay close attention to the review and impact assessment pro­ cedure, mountain land development section,' and the concept of develop­ ment around existing communities and facilities. MASTER PLAN: Roger Burton of Lord & Associates distributed copies of the capital improvements section and stated that once iediting of the plan is com­ pleted, Lord & Associates will meet with the County Planning Depart­ ment to cordinate the County and Town plans. Following such meetings, the draft plan will be presented at local organization meetings for discussion and then at general public meetings. The Planning Commis- si°n, in order to hasten the editing process, decided that each in­ dividual member would submit marginal comments on the plan by May 10th. Lord & Associates will then compile the comments and resubmit them along with the plan at a workshop with the Planning Commission ten­ tatively scheduled for May 21st. I WILLIAMSON SUBDIVISION - LOT 7. TWIN VIEW I ADDITION: Mr. Williamson submitted the preliminary plat of the Williamson Sub­ division which is Lot 7, Twin View Addition. Letters regarding the preliminary plat were received from the following: Mountain Bell 3/30/76 Town Attorney 3/25/76 Water Superintendent 4/06/76 Director of Light & Power ; 3/23/76 Larimer County Planning Department 3/25/76 Town Engineer/Planner | 4/20/76 Member Duane Blair moved that the preliminary plat be approved. Member Sager seconded the motion. Upon roll call the motion unani­ mously carried. There being no further business, the meeting adjourned. N. T. Petrocine, Chairman
