COMPREHENSIVE PLAN - MONTHLY REPORT: Robert Lord of Lord & Associates presented a brief progress report of Phase III of the Comprehensive Plan. He stated that the Trans­ portation Plan would be ready for review in September and the Land Use Plan will be presented at a public meeting to be held on Sep­ tember 24, 1975. IEVIA - SUBCOMMITTEE ON ROADS - RECOMMENDATIONS: Bob Bemiss and Dana Russell representing the EVIA appeared before the Planning Commission to present their recommendations to the County Commissioners concerning road maintenance in the Estes Valley. Their recommendations included better maintenance of Devils Gulch and Dry Gulch Roads, paving of connectingj roads between Fish Creek Road and Highway 7, and Devils Gulch Roadj and Dry Gulch Road, and grading of dedicated County roads. The Planning Commission directed Engineer/Planner Van Horn to draft and si±>mit a statement on behalf of the Planning Commission to the County Commissioners supporting these recommendations. CANAIY SUBDIVISION: Lou Canaiy appeared before the Planning Commission representing Canaiy Subdivision. The following letters were received in regard to the preliminary plat: Upper Thompson Sanitation District 8/08/75 Town Engineer/Planner 8/12/75 Town Water Superintendent 8/06/75 Moiantain Bell 8/04/75 Director of Light & Power 8/01/75 Larimer County Subdivision Administrator 7/29/75 Public Service Company 8/01/75 Mr. Canaiy opposed the suggestion made by the County Subdivision Administrator and Town Engineer/Planner that a 60| easement be reserved for a future frontage road. He also revised his reguest for two 35' curb cuts to just one 35' curb cut. Whereupon member Robert E. Wagner moved that the Planning Commission recommend to the Board of Trustees that one 35' curb cut be granted on Lot 1, RECORD OF PROCEEDINGS Planning Commission Meeting August 19, 1975 Page Two (2) Canaiy Subdivision. Member Hix seconded the motion. Upon roll call the motion unanimously carried. Discussion followed regarding frontage road easements and utility easements. Member Duane Blair moved that the preliminary plat be approved with the following con­ ditions : 1. That the water main be extended to the west corner of Lot 3; 2. Proper sewer/septic easements be provided; j 3. Proper gas service easement be provided. Member Wagner seconded the motion. Upon roll call the motion passed by the following votes: Those voting "Yes" members Blair, Hix, Prosser, Sager, Wagner. Those voting "No" member Petrocine. I1UTTERBACK - LOT SPLIT - LOT 49, GRAND ESTATES: Secretary Hill read into the record the following letters in regard to the land division proposal submitted by Robert L. Utterback: Town Engineer/Planner 8/15/75 Water Superintendent 8/06/75 Director of Light & Power 8/01/75 Upper Thompson Sanitation District 8/08/75 The proposal involved dividing Lot 49 of Grand Estates into two h acre lots for residential use. Member Sager moved the Planning Commission recommend to the Board of Trustees that the petition be denied. Member Hix seconded the motion. Upon roll call the motion unanimously carried. STANLEY HILLS - INFORMAL STUDY SESSION: The Planning Commission with the assistance of Bill Lamont, Planning Consultant, conducted an informal studyjsession on the Stanley pro­ posal with representatives of the Stanley Hills development. Bill Lamont presented a memo summarizing the|ideas expressed by the Town Board and Planning Commission at a previous meeting. The ideas in­ cluded the desire to discuss the proposal with the developers in greater depth, the unacceptability of the preliminary plat as pro­ vided, the desire to continually review any development of this pro­ perty, the Town's interest in the 13 acres south of the by-pass, and the possible development of a convention/conference center on the property. Leon Fedderson sximmarized the goals of the Stanley develop­ ment as being the preservation of the Stanley Hotel with compatible development of the surrounding area. Planning Commission members expressed concern that there was no method provided to ensure that future development would be compatible. Mr. Fedderson explained that an association would be formed which would possibly include a Town Board or Planning Commission member and would have considerable control over any development on the property. It was then suggested that the Stanley development might pursue Developing Resource District zoning which would require special review of any development proposal and rezoning according to the use approved. The advantages of submit­ ting this development in phases with an overall concept plan were RECORD OF PROCEEDINGS Planning Commission Meeting August 19, 1975 Page Three (3) discussed. Leon Fedderson stated that residential development of the eastern portion was being consideredjas a first stage of develop­ ment. He stated that there were no definite plans for a convention/ conference center at this time. Consideration of the new curb cut proposal in the preliminary plat followed in which consensus of the Planning Commission was that an additional curb cut on the by-pass was undesirable and that an alternate access plan should be suggested. The purpose and practicality of the lengthy cul-de-sacs was also discussed with a suggestion that the cul-|de-sacs become through roads instead. The study session finalized with the following items to be revised: ! 1. Curb cut/access to by-pass 2. Open space - various questions of ownership, permitted uses, maintenance, etc. 3. Use, density and design - possible methods or alternatives of directing these 4. Phase development with an overall concept plan 5. Methods of preserving historical character of the Stanley The next meeting of the Planning Commission was rescheduled for Monday, September 22, 1975 at 1:30 P.M. There being no further business, the meeting adjourned.
