Minutes of a regular meeting of The Estes Park Regional Planning
Commission, held in the Town Hall on the 2?th day of August 1963
At 4:00 P.M.
Present: Harry Miles, Chairman* Verne H. Fanton, Secretary*
Joe Connelly, Chas. Hlx, J.O.Mall, Carl Swanson.

Also Present: Dale Hill, Clerk, Paul Van Horn, Engineer, representing
The Town of Estes Park. L*F. Floifer representing the
Fish Creek Zoning Area. Armen Shultz, representing the
North End Zoning Area.
Minutes of the regular meeting held on June 4, and the Special meeting
held on June 21, 1963, read and approved as read.
LARIMER COUNTY;BELVIEW HEIGHTS
Chairman Miles opened the meeting and stated that the Commission
would proceed to conduct a public hearing regarding the proposal
to re-zone the Belview Heights Subdivision from the existing
Business District to a Residential District* There were
approxiametly 12 property owners present representing the area.
The Secretary reported that a petition had been filed with the
Larimer County Planning Commission requesting the re-zoning,
that the proposal had been referred to this Commission for
recommendation and that legal publication had been complied with.
Mr. Edward Hummer, Attorney at Law, spoke in favor of the proposal}
and presented a plat of the Subdivision. Mr. Stanley Cleveland
stated that he did not object, providing, his property was not
within the subdivision. Mr. Paul Vanhorn, Town Engineer^
certified that it was not. There being no objections filed.
Dr. J.O. Mall moved that the request be approved. Chas. Hlx
seconded the motion. Upon roll call said motion carried by the
following votei Those voting MYesH, Miles, Connelly, Hix, Mall,
and Swanson. Those voting uNoM None. Whereupon Chairman Miles
declared said motion carried, and that the recommendation bo
forwarded to The Larimer County Planning Commission.

WINDCLIFF ESTATES SUBDIVISION
Mr. Paul Van Horn presented a preliminary plat of a subdivision
designated as ^ Wlndcllff Estates" owned by Donald Buser, located
in Section 3> Range 73 W* consisting of a 40 acre tract. There
appeared to be a definite question regarding the legal status
of the access road to serve the subdivision. The Commission
ask Mr. Van Horn to get a legal opinion from the County Attorney
and then submit the plat for further consideration.
Mildred Robinson, Building Permit.
The Secretary presented an application for a building permit,
submitted by Miss Mildred Robinson, the site being in "Eagle Cliff"
area, zoned "Tourist", and explained [that the clrciunstancee were
a little irregular. The Commission unanimously stated that the
proposed addition was not inconslstarit with the intent of the
Ordinance, and approved the permit.
TOWN OF ESTES PARK:FEDERSON SUBDIVISION
Mr. Leon Federson, owner, presented a. plat designated as "Tranquil
Vail" located on lots 19 & 20 of So. St. Vrain Addition. The plat
appearing to be in order, Chas. F Hlx moved that it be approved,
subject to the Town Engineer*s signature. Joe Connelly seconded
the motion. Upon roll call said motion unanimously carried.
RECORD OF PROCEEDINGS
August 27, 1963 I
The Secretary presented a proposed "Subdivision Regulations" for The
Town of Estes Park. The text was reviewedjin detail, several corrections
inserted, unanimously approved, and recommend to the Town Board.
• IThe Secretary reported that the Town Board asks that the three tracts
within the corporate limits that are not presently zoned, be zoned.
The hour being late, the Commission stated|that they would consider
the request at the next meeting.
There being no further business, it was regularly moved, seconded and
carried that the meeting adjourn.
