Duiward The results of the recent questionnaire on off-street parking require­ ments were reviewed at length by the Commission. I favor a special improvement district to finance the central business district off- street parking. I favor increasing the sales tax to finance off-street parking. I favor reducing the amount of money required per space. I favor increasing the amount of money required to more accurately reflect off-street parking costs. Allow the developer five years in which to pay the off-street parking fee. Rezone the downtown area into an "Old Commercial District" with reduced off-street parking requirements. After considerable discussion the Commission decided to recommend the following changes and amendments to the ordinance controlling off-street parking requirements: 1. 2. 3. Provide for a five (5) year payment schedule without interest for "in lieu of" payments for off-street parking, Amend the code so that some method of establishing the cost of off-street parking can be applied to the per space cost to the developer in an equitable manner. Hire Bill Lament of the firm Briscb, Maphis, Murray and Lament to study and recommend whet^ier or not it would be practical to consider a possible amendment to the zoning code that would establish a special central business district zone that would change the off-street parking requirements for the central business district. All of the above recommendations will be reviewed again at the regular Planning Commission meeting scheduled for September 20, 1977. Dale G. Hill, Secretary
